40 participants gathered at the World Bank Tokyo Office-TDLC
February 5, 2008, Tokyo - The World Bank organized a public seminar on disaster management today at the World Bank Tokyo Office - Tokyo Development Learning Center (TDLC), attracting about 40 participants, including government and embassy officials, academia and the business community.
Numerous researchers and graduate students also joined via videoconference. Students from Hiroshima University, Kobe University, Kyoto University and Tokyo University joined live.
The mission of the World Bank is to fight poverty. An important part of this mission is providing assistance to prepare for and recover from natural or man-made disasters that can result in great human and economic losses. Developing countries are often most vulnerable and suffer the greatest costs when a disaster hits; more than 95 percent of all deaths caused by disasters occur in developing countries and losses due to natural disasters are 20 times greater (as measured by percentage GDP) in developing countries than in industrialized countries.
In June 2006, the World Bank’s Board of Directors endorsed the establishment of the Global Facility for Disaster Reduction and Recovery (GFDRR), a longer term partnership under the ISDR system to reduce disaster losses by mainstreaming disaster risk reduction in development, particularly upstream country strategies and processes, towards fulfillment of principle goals of the Hyogo Framework of Action (HFA).

Following the keynote address, Yuki Matsuoka, Officer-in-charge at the United Nations International Strategy for Disaster Reduction (UN/ISDR), Hyogo office, which was just established in October 2007, presented the results of the United Nations World Disaster Management Conference held in Kobe in 2005, and the Hyogo Framework for Action which was launched as a direct output from the conference. Etsuko Tsunozaki, Senior Researcher of the Asian Disaster Reduction Center, also spoke, introducing the Disaster Reduction Alliance, a unique framework for multi-sector and multi-country collaboration lead by a group of disaster management institutions located in the Kobe-Hyogo area.

During the discussion phase, participants at the seminar raised questions on a variety of disaster management issues, from the Hospital Safe Campaign launched by the ISDR, WHO and World Bank, to potential incentive structures for non-governmental organizations in the promotion of hazard risk reduction.
