About Us


The World Bank Group focuses on assisting national and local governments in formulating policies and programs on two aspects of the sector. This work is implemented through a housing and land group.

One aspect is the linking of real estate market development to overall economic development and poverty reduction in client countries. Another is how to make the housing market more efficient to provide adequate shelter for all city dwellers with particular focus on low-income families through the enabling strategy which seeks to:

  • establish stronger property rights (projects in Latvia and Peru)   
  • develop mortgage lending as part of the financial system (India, Ghana and Jordan, plus a range of IFC projects)  
  • rationalize housing subsidies and better target them to low-income families (Chile and Poland) 
  • provide infrastructure for residential land development (Albania, India, Zimbabwe)    
  • reform the regulatory regime in land and housing development (Mexico and Korea) 
  • develop the institutional framework for managing the housing sector (Lithuania) 
  • encourage microenterprise finance for housing (Indonesia)
