The Club du Sahel and the Municipal Development Program (West and Central Africa) have jointly launched the ECOLOC program to revive local economies in West Africa. The program began in 1997 with a series of case studies of the economies and hinterlands of eight second rank cities in West Africa. The studies began with a local economy assessment of the economies of these cities. The attached handbook describes the assessment process within the ECOLOC program.
