Kenya Municipal Program - P066488

This APL’s Phase I subcomponent of institutional restructuring and governance of the City of Nairobi could include decentralizing administration and service delivery to five proposed sub-councils (boroughs) and/or to 55 wards.  It would be designed to support coordination between the City Council’s efforts and those of sectoral ministries and the Constituency Development Fund.

Lagos Metropolitan Development and Governance Project - P071340

The project’s objective is to increase sustainable access to basic urban services. Within its Infrastructure component, the project will build the capacity of the Lagos State Urban Renewal Authority (LASURA) to coordinate the execution of a city-wide upgrading program. The Public Governance and the Urban Policy components will, among other, include city-wide consultative forums around specific metropolitan growth and poverty issues, and knowledge management to strengthen metropolitan policy dialogue.

The program will refine the specific institutional arrangements needed to address metropolitan functions and support capacity building programs to help manage the Greater Dakar Area (GDA). As part of its support for inter-communal bodies (CADAK and CAR), LADP will sponsor a study to establish a forward –planning framework for development of the metropolitan area.


The Urban Mobility Improvement Project - P055472

The objective is to ensure a safer, more efficient, affordable and environmentally friendly mobility in the Dakar metropolitan area, with particular emphasis on pedestrians and public transport. Its five components include adoption of an urban air quality management strategy, and providing institutional support to Dakar’s urban transport coordinating council (CETUD).

Shanghai Urban Environment Program Project - P075732

The project aims to expand Shanghai’s environmental management agenda in the metropolitan area. It comprises water supply, wastewater, and solid waster management. The District Financing Vehicle (DFV) component supports environmental infrastructure improvements in suburban districts by establishing a new municipal financial management instrument. Institutional Strengthening and Training component includes a range of strategic studies in the above areas.

The assessment of outcome is satisfactory, and the institutional development impact is high.

Western Java and Jakarta Environmental Management Project - P040528

The overall urban environmental management component, which consists of 21 technical assistances (TAs), draws up environmental strategies for the provinces West Java and Jakarta Metro Areas. The solid waste management component (7 TAs) includes the establishment of waste management corporations in Jabotabek and Greater Bandung.


Surabaya Urban Development Project - P003998

The project’s objectives include strengthening local institutions for managing and providing city services, particularly the Integrated Urban Infrastructure Development Programming (IUIDP) process launched by the Government of Indonesia (GOI). It  assists the GOI/KMS (Kotamadya Surabaya) to embrace better development planning, land and environmental management, and coordination arrangements in the framework of improved capital budgeting. Due to the huge, multi-faceted program including the required institutional development, the project failed to adequately address risk factors. The project’s outcome was highly unsatisfactory.

The project continues supporting the creation of the Metropolitan Transport Agency for Greater Buenos Aires. It will address transport- related governance issues and improve the coordination of public sector activities in land use, transport planning, air quality, infrastructure investment, traffic management, and public transport franchising. The contract for the public transport origin destination survey to establish a sound basis for future transport planning in Greater Buenos Aires was signed in January 2006, and the field work and data processing is to be carried out between April 2006 and June 2007.

The project’s Institutional and Policy Development component assists in carrying out the concession of CPTM (Sao Paulo Metropolitan Train Company), establishing a Regional Transport Coordination Committee for the Sao Paulo Metropolitan Region (SPMR), and preparing an integrated transport, land-use, and air-quality management strategy for the SPMR. The project’s outcome is rated highly satisfactory with substantial institutional development impacts.

Salvador Metropolitan Development Project - P006367

The project focused on strengthening the capabilities of the Salvador Metropolitan Region (SMR) to plan, finance, and executes priority projects. The project’s institutional development objectives were substantially achieved. The principal executing agency CONDER emerged as a competent metropolitan planning and development agency. A GIS-based Metropolitan Information System (INFORMS) has been implemented. Land use definition covering 350 sq km within the MRS, a property tax cadastre for all properties, a business (economic) cadastre, and an updated mapping program were facilitated to support better metropolitan management.


Rio de Janeiro Mass Transit Project - P043421

The project’s objective to improve the quality of urban transport services would be achieved by the establishment of a Regional Transport Coordination Commission in charge of coordinating and recommending common policies on pricing, financing and project evaluation in the RJMR.

Santiago Urban Transport Project - P082412

The loan supports an on-going and broad program of reforms in the urban transport sector in the Metropolitan Area of Santiago. The specific objectives include improving the coordination of public sector activities in land use, transport planning, infrastructure investment, traffic management, and bus franchising. The diagnostic of the urban and transport planning entities and design of instruments would be implemented to facilitate inter-jurisdictional coordination


Sustainable Transport and Air Quality for Santiago (GEF) Project - P073985

The project will support the implementation of the 2000-2010 Urban Transport Plan for Santiago (Transantiago) , a comprehensive multi-sector plan. The plan’s specific objectives include promotion of better coordination between agencies dealing with transport related policies and issues. This institutional coordination encompasses environmental and land-use dimensions, and environmental assessment of Transantiago.

Bogota Urban Services Project - P074726

The project’s objective is to assist the Municipality of Bogota to implement a strategic portion of its three-year Development Plan, consistent with the ten-year spatial plan (POT) aimed at improving urban livability by increasing access, coverage, quality, reliability, and inter-agency coordination in the provision of transport, water, sanitation and related basic services. While the Government of Colombia has recently taken steps to focus more on agglomerated zones, it still has not fully developed specific policies with respect to the management of large cities and metropolitan areas.


Bogota Urban Transport Project - P006872
Project dates: 1996-2001

The fourth component of the project comprises institutional support and technical assistance to improve the capacity to manage urban transport in the Bogota Metropolitan Area. This included assistance to the District’s then ongoing transport-sector reform to reorganize transport sector entities into a Transport Authority.

Peru

Lima Urban Transport Project - P035740

The project will strengthen the coordination and integration of the policies developed by various agencies within the Municipality of Metropolitan Lima (MML) organizational environment into one comprehensive urban transport strategy.  It will support inter-agency coordination with central government (MEF, MTC, PNP) and other provincial governments (Callao, Huarochiri) on urban transport matters – possibly through the Transport Council for Lima and Callao (CTLC). 


Lima Metropolitan Development Project - P007985
Project dates: 1984-1991

This project was among the first Bank financed operations for metropolitan development in the Latin American and the Caribbean region. The primary objectives of the project supported the progressive transfer of urban administration from the Central Government to the Municipality of Metropolitan Lima (MLM) as mandated in the 1979 constitutional amendment; develop land-use, transport and investment planning capability within MLM and to assist it in developing greater autonomy in tax administration and in increasing its revenue base to gradually assume new responsibilities; strengthen the institutional capacity  of MLM in the urban transport, solid waster and wholesale markets sectors, and in metropolitan management.  Overall the project performed poorly that was explained by various reasons that include project design- the multi-sectoral approach of the project imposed a complex and difficult institutional burden. Therefore, a more selective and closely focused operation could have yielded better results.

Dhaka Urban Transport Project - P009524

The project will address the existing gaps and weaknesses in the policy and institutional framework related to metropolitan transport planning and management in DMA. It will provide technical assistance, training and equipment to make fully functional the inter-agency unit for overall transport planning and coordination for DMA, which was set up by the GOB as part of the project preparation efforts (a Greater Dhaka Transport Planning and Coordination Board).


Fourth Dhaka Water Supply Project - P009482
Project dates: 1996-2002

The project’s objectives were to commence a program of institutional reforms and strengthen water resources management for the greater Dhaka area. The institutional components of the project addressed the lack of commercial orientation in DWASA operations (Dhaka Water Supply and Sewerage Authority), weak planning capacity and excessive control by GOB on DWASA’s day-to –day operations. Institutional development technical assistance included a Water Resource Management Study for Dhaka Region. The outcome of the project was unsatisfactory; such lessons are highlighted as policy and institutional changes should be demonstrated in advance of making large investments.

Mumbai Urban Transport Project - P050668

The project will strengthen the coordination among major institutions involved in the planning and delivery of urban transport services in MMR. This is reflected in the establishment of a High Power Steering Committee (HPSC) to resolve broad issues, and a multi-agency working group to review and recommend policies related to parking, road user charges, and demand management. The project seeks to strengthen the planning capabilities of the Mumbai Metropolitan Regional Development Authority (MMRDA), which acts as the coordinating agency for the preparation and implementation of the project. 


India - Bombay Sewage Disposal Project - P010480

The major policy objectives of the first three Bank-supported water-sanitation projects were to establish an appropriate and effective public institution in Bombay to manage the planning, design construction, operation and maintenance for the provision of water supply and sewerage services. An additional institutional development aspect of this project is concerned with organizational changes, the establishment of procedures and provision of additional facilities to raise the standards of WSSD’s operations (the Water Supply and Sewerage Department of MCGB).


India - Third Calcutta Urban Development Project - P009808
Project dates: 1983-1992

The project was prepared as a follow-up on two previous urban development projects in Calcutta but with a stronger emphasis on institutional and financial reforms. The project’s objectives were to improve urban management in the Calcutta Metropolitan Area (CMA) through financial and institutional reform conjunctively with physical improvements. The project proved too complex for relatively weak agencies, and the project outcome was rated as unsatisfactory.

Pakistan

Punjab Large Cities DPL Project - P095983

The project’s development objective is to promote economic growth in the major cities of Punjab through metropolitan level strategic planning, integrated infrastructure investment programs, and efficient urban service delivery. This DPL is expected to consist of three consecutive single-tranche DPLs. The objective of the first DPL is to clearly define the roles and responsibilities of the Province and the CDGs; the 2nd and 3rd DPLs will focus on implementing detailed reforms and strengthening the capacities within the five large cities.


The Urban Transport Component
under this DPL includes (i) developing a vision for urban transport development (a Provincial Urban Transport Policy, an urban transport strategy for Lahore, guided by both the provincial Urban Transport Policy and the City Development Plan); (ii) improving coordination among agencies (clarification and realignment of responsibilities for urban transport; development of the function of a Metropolitan Transport Authority for Lahore); and (iii) strengthening capacity for urban transport planning (development of a comprehensive and collaborative urban transport planning process, which is integrated with land use planning and environmental planning; preparation and implementation of comprehensive urban transport improvement plans).


Karachi Special Development Project, Volume I - P010251
Project dates:1986-1994

The objectives of the project included strengthening the institutional capacity of local agencies to deliver urban services and to manage the metropolitan area. The project was partly successful in meeting its institutional strengthening objectives. Its achievements included the restructuring of traffic engineering responsibilities in Karachi through the creation of the Traffic Engineering Bureau (TEB) at Karachi Development Authority (KDA). The level of success in reorganization of Katchi Abadi Directorate (KAD) and Solid Waste Department (SWD) at Karachi Metropolitan Corporation (KMC) was rather limited as capacity building was handicapped on account of inadequate level of professional staffing.

Sri Lanka

Sri Lanka - Colombo Environmental Improvement Project - P010467
Project dates : 1995-2001

The project supported progress toward a sustainable environment for the long-term economic and social development for the Colombo Metropolitan Area. The operation sought significant reforms in environmental management by building up the capabilities of the local governments in municipal waste management. Colombo Urban Transport Project - P010420
Project dates: 1993-1999

The project’s objectives included developing long-term transport plans for Greater Colombo Metropolitan Area (GCMA) and strengthening national and provincial transport institutions and their management. See results in the Project Performance Assessment Report (No. 26138).
