Tenure Regularization and Security

There are three basic approaches to deal with informally occupied urban land: (i) provide property rights (ownership); or (ii) provide use rights, without changing the tenure status; or (iii) provide land ownership to the community but not to individuals. There are various innovative forms of providing tenure security (i.e., different modalities within the two latter categories) that are being tried in several different countries.

 

In the first approach, in addition to providing tenure security, the objectives include supporting the development of land and housing markets in order to increase the local revenue base. In the latter two approaches, tenure security and mobilizing community resources for home improvements are the basic objectives. Which approach is appropriate should be decided with reference to local social circumstances, land ownership structure, and priorities of residents. For a quick reference see the table below.
