Landfill Gas Capture: Project design vs. Actual performance and the future for CDM Projects

The World Bank's Landfill Gas (LFG) portfolio grew considerably in the past 4 years mainly due to the establishment of the Clean Development Mechanism (CDM) and further enforcement of the Kyoto Protocol. Carbon Finance provides hard currency annual payment for performance in emissions reduction. Estimates of anticipated revenues are the basis for financial planning of the gas recovery operators. The portfolio analysis suggests that the projects are underperforming relative to initial estimates of methane anticipated to be captured and destroyed. The question addressed by this workshop was whether the estimates were too high, or whether there were performance constraints or issues that are affecting performance.

This workshop analyzed actual and possible solutions to the problems. Six LFG projects were presented as case studies, touching upon topics such as modeling, engineering design, landfill operation, project performance, problems/issues faced and solutions implemented during the project life. A roundtable discussion formed by renowned LFG and SWM experts examind the cases presented, provided valuable technical insights on the problem/issues that these projects are facing, and made recommendations to each of them.
