Several organizations are developing GHG indices and about 200 cities are regularly reporting their GHG emissions. Yet what is counted, and how, is not consistent nor comparable. A third-party verifiable GHG Index is a prerequisite for new initiatives like CFU's citywide CDM emissions trading proposal. Working with several partners, the Veolia Institute, IDDRI (France), UNEP, UN-HABITAT and the World Bank are proposing a standard GHG Index for cities. The Index (attached) is available now in 'soft draft' and will likely by launched for global public comment in January.

Development of the Index benefitted from the extensive work carried out by Gaell Mainguy at the Veolia Institute, who compared existing indices. The goal of the presentation made by Gaell Mainguy was to present the review of existing urban GHG emission indices, discuss the existing draft for global standardization, and to discuss the next steps in rolling out the city-based index. The event took advantage of Gaell's passing through Washington on Friday the 13th.
