Development Committee Papers

World Bank staff reports regularly to the Board of Governors and the Development Committee on water issues and how the World Bank supports countries to solve these issues. Recent reports and communiqués relevant to water include:


April 2009: The Global Monitoring Report 2009 warns that, although the first goal of halving extreme poverty by 2015 from its 1990 level is still reachable based on current projections, risks abound.


April 2008: The Global Monitoring Report 2008
 warns that most countries will fall short on the Millennium Development Goals (MDGs). Though much of the world is set to cut extreme poverty in half by then, prospects are gravest for the goals of reducing child and maternal mortality. Serious shortfalls also likely in primary school completion, nutrition, and sanitation goals.


April 2007: The Global Monitoring Report 2007 assesses the contributions of developing countries, developed countries, and international financial institutions toward meeting the Millennium Development Goals. The report highlights two key thematic areas—gender equality and empowerment of women (the third MDG) and the special problems of fragile states, where extreme poverty is increasingly concentrated.


April 2006: The Global Monitoring Report 2006 reviews the efforts under way to strengthen mutual accountability. Greater resource flows to developing countries must go hand in hand with measures to make aid work more effectively. One key element is improving governance, both in developing countries and globally, to strengthen accountability for resource use and for development outcomes. Measuring and monitoring governance, in support of greater accountability and better MDG outcomes, is the primary focus of this report.


April 2005: The Global Monitoring Report 2005 (pdf) assesses progress toward the Millennium Development Goals and identifies priorities in the agenda ahead. The assessment includes the water supply and sanitation goals set out in the Millennium Declaration. In its Communiquén (pdf), the Development Committee stressed that a major scaling up of education, health, and basic infrastructure services, including water and sanitation, is fundamental to meeting key development goals.


October 2004: The Development Committee paper Strengthening the Foundations for Growth and Private Sector Development: Investment Climate and Infrastructure Development (pdf) contains an update on the Implementation of the Infrastructure Action Plan. The paper describes how the World Bank is revitalizing its water supply and sanitation portfolio. In its Communiqué (pdf), the Development Committee welcomed the Bank Group’s plans to scale up activities in implementing the Infrastructure Action Plan and urged accelerated support of country efforts in accordance with the Bank’s safeguards.


September 2003: The Development Committee paper Implementing the World Bank Group Infrastructure Action Plan (pdf) (with special emphasis on follow-up to the recommendations of the World Panel on financing water infrastructure). The paper informs the Development Committee on the Bank Group's Infrastructure Action Plan and reports on the follow-up to the recommendations of the World Panel on Financing Water Infrastructure, as requested in the Communiqué (pdf) of the Development Committee in Spring 2003.


April 2003: A Development Committee paper (pdf) synthesized progress and critical next steps in scaling up for education, health, HIV/AIDS, and water and sanitation. An Annex (pdf) on water supply and sanitation demonstrates the challenges and implications of the Millennium Development Goals (MDGs) for water supply and sanitation; illustrates national and international responses to the challenges; and requests the support of the Development Committee for actions to strengthen development assistance for expanding sustainable access to water supply and sanitation services in the developing world. In its Communiqué (pdf), the Development Committee underlined the important contribution that water and sanitation services make to the other development goals.
