The main objectives of the study are to: i) To develop case studies of innovative approaches to rural sanitation in South Asia; ii) To analyze the factors of success (and constraints) found in these case studies.

This report reviews the current World Bank portfolio in sanitation and hygiene. It looks particularly closely at the degree to which the Bank’s activities support the achievement of the Millennium Development Goal (MDG) target of halving the fraction of the world’s population without access to basic sanitation by 2015, and the constraints to increasing support to that aim.

It is emphasized that the marketing of sanitation offers a whole new approach to ensuring that people get toilets.

This report highlights the resource challenges to achieving sanitation MDGs and explores the opportunities for increasing resource flows, both from leveraging household and other private resources. It argues that increasing recognition on how sanitation directly impacts on health, improved living conditions, education outcomes and poverty reduction has intensified the advocacy for markedly improved sanitation access.
