 Since 1999, WBI in collaboration with DECRG (Will Martin) has been offering country-specific seminars in China related to the benefits and risks of globalization, and challenges and opportunities of WTO accession. The objective is to build in-country capacity to better deal with the challenges of global integration and mitigate its risks. As China is a large country and the need for capacity building is huge, WBI has been relying on its partner institutions and distance learning to deliver training and expand its impact. The research capacity building and training of trainers approaches were used in the program. We have been working with top universities and research institutions such as Tsinghua University and Peking University, as well as government agencies such as the Ministry of Finance (MOF), State Development and Reform Commission (SDRC) and State Economic and Trade Commission (SETC), to provide courses for capacity building. More than 1600 officials/managers/trainers were trained in around 16 face-to-face and distance learning courses in the past 5 years. In these courses 40-50% of speakers were local experts who had been working with us for years. Three types of courses were offered: Policy seminars for government officials, including face to face and distance learning events; Seminars for senior executives of large and medium sized corporations; Training of trainers courses organized with Peking University in 1999-2000.

Up coming events 近期活动: 1.China’s Service Sector in the Post WTO Era Seminar (August 2003, Beijing China) 入世后的中国服务业国际研讨会(2003年8月,中国北京) Following China's WTO accession, this seminar aims to help China addressing a new generation of economic development problems emerging in China, including - Meeting the challenges associated with the structural adjustments required by the post WTO era (especially in service sectors);
- Addressing the risks associated with opening the financial sector (banking, securities and insurance sectors) and capital flows, and
- Strengthening capacity to mitigate the risks to poverty and income inequality.
Jointly organized by the training center of the State Development and Reform Commission (SDRC), this policy seminar features interactive dialogues between domestic and foreign experts and participants. It aims to: - Exchange ideas between domestic and foreign experts on the potential opportunities provided and challenges posed by China’s WTO commitment in opening its service sectors;
- prepare participants for the structural adjustments and policy changes that China needs to make and
- strengthen the capacity for policy reforms, regulations, and delivery of social services to protect the poor.
The audience will be senior officials from SDRC, its provincial commissions, and relevant government ministries, such as the central bank, ministries of finance, telecom, transportation, etc.

This particular seminar focuses on agricultural and fiscal policies. It is jointly designed and tailored to meet the specific needs from MOF. It addresses the pressing issues include a) conducting policy reforms (such as agricultural and fiscal policies) required by the implementation of WTO agreement; and b) strengthening capacity in transfer payment, rural and local finance and delivering social services for poverty reduction. As China’s WTO accession may have some negative impact on farm and non-farm income of rural residents, and have some implications to poverty, this policy seminar aims to: - Introduce international experience in reforming agricultural trade policies associated with WTO agreement, and providing support to agriculture and farmers in compliance with WTO rules,
- Discuss the new issues related with Doha development agenda and positions of various countries in the negotiation; and
- Build capacity in central and provincial governments on reforming the public transfer system for mitigate the negative impact of integration on the poor; and improve rural and local public finance, and improve the efficiency in service delivery.
The seminar will link three sites, Beijing, Yinchuan and Guiyang through GDLN. In Beijing, participants include officials from the Agricultural and other departments of the MOF, and from the Ministry of Agriculture. There is a strong demand from both countries to build in-country capacity in analyzing the impact of further trade integration on growth and poverty reduction, and in implementing pro-poor trade policies. Jointly organized with EASPR, this 3-day senior policy seminar aimed to: - Raise awareness among stakeholders in the development community, civil society, academics and government officials, the potential opportunities provided and challenges posed by further trade liberalization and integration;
- Exchange ideas and build consensus on policy reforms required to meet these challenges on trade, growth and poverty, in the short andmedium term;
- Disseminate the recommendations of the Integrated Framework (IF) study for Cambodia, build in-country capacity to develop/strengthen institutions for implementing pro-poor trade policy; and
- Promote learning by facilitating cross-country fertilization.
Among the audience, 50 percent are senior government officials from relevant ministries, 25 percent are from the private sector, and 25 percent are researchers/professors/trainers from academic and research institutions. East Asia regional GDLN dialogue on Trade & Poverty (January 2003, Lao PDR, Vietnam, Cambodia, Mongolia) 东亚地区关于贸易与贫困的GDLN远程对话 (2003年1月,老挝,越南,柬埔寨,蒙古) This is a series dialogues delivered through the Global Development Learning Network (GDLN) connecting Washington D.C., Vientiane, Lao PDR, Hanoi, Vietnam, Phnom Penh, Cambodia, Ulaanbaatar, Mongolia. Featuring “interactive dialogues and workshops” this event was tailored to the needs of the four low-income countries mentioned above. The dialogues aimed to: - Provide knowledge to stakeholders in the development community, civil society, academics and government officials, on the potential opportunities provided, and challenges posed, by further trade liberalization and integration;
- Mobilize support for policy reforms required to meet the challenges on t size="2"rade, growth and poverty, in both the short and medium term;
- Promote south-south learning by facilitating cross-country fertilization with country teams preparing group presentation and work-plans;
- Disseminate new knowledge accumulated in the region through such events as the Fourth Asian Development Forum held in Seoul, Korea in past November.
The 90 participants were from the 4 countries in the region, including members of the civil society, academics/researchers, senior government officials from relevant ministries, and a few professors/trainers who could teach similar courses in the future. Around 550 participants attended these courses, in which 80% were government officials, 10% were senior corporate executives, and 10% are trainers/professors. These GDLN activities linked Washington DC to Beijing, Guizhou and Ningxia, with the aim to - Raise awareness among government officials in Guizhou and Ningxia as well as other western provinces, of the potential opportunities provided and challenges posed by China joining WTO;
- Discuss policy options in the post-WTO era; and
- Showcase World Bank’s GDLN modality; its feasibility, and its potential to benefit China’s lagging western regions.
We organized these GDLN activities in cooperation with the Guizhou School of Administration, and Ningxia University. A Joint Workshop on Globalization, Corporate Strategy and Governance in the Post WTO Era for corporate executives(September 2-6, 2002, Beijing, China) 关于入世后全球化、公司战略和管理的研讨会(2002年9月2日-6日,中国北京) This was a joint workshop organized by The World Bank and the School of Continuing Education at Tsinghua University (SCE). Membership in the WTO will change the business environment in China and require managers to adapt the way they do business; and require adjustment in policies, laws and regulations, and functions of government. This joint workshop featured interactive dialogues. It aimed to: - raise awareness among CEOs and other senior executives of the potential benefits, opportunities provided and challenges posed by China joining WTO;
- prepare participants for the structural adjustments China needs to make and explore ways for enterprises to re-position themselves in a new environment;
- using cast studies, strengthen the capacity for answering anti-dumping law suits, and improving corporate governance and management.

- Exchange ideas on the potential impact of WTO membership on China’s tax revenue and fiscal policies, and impact on fiscal /financial risks;
- Special focuses: agriculture, fiscal revenue/expenditures; fiscal risks, policies such as subsidies and government procurement, poverty, and social protection/insurance.

A Joint Course on WTO Accession, Policy Reform and Corporate Strategies for Globalization (October 29- Nov. 1, 2001, Beijing China) 关于入世、应对全球化的政策改革和公司策略的研讨会(2001年10月29日-11月1日,中国北京) The workshop was jointly organized by The World Bank, the State Economic and Trade Commission, SCE at Tsinghua University, and China Center for Economic Research at Peking University (CCER), It’s another activity aimed at raise awareness among CEOs and other senior executives of the potential opportunity offered by China's WTO accession, and prepare them for the painful adjustment required. And help them to re-position themselves for global competition. This course aimed to: - raise awareness among CEOs and entrepreneurs of the potential benefits, opportunities provided and challenges posed by China joining WTO;
- help build in-country capacity to reform policies, and laws and regulations which are required for global integration;
- through case studies (of multinational corporations), provide ideas and knowledge to design corporate strategies for maintaining competitiveness in a changing global environment—including corporate governance issues;
- address specific challenges in 3-4 selected sectors/industries, such as automobile, steel and finance, by inviting CEOs as presenters from multinational corporations such as ASIMCO, Merk, and Caterpillar.
The 75 participants included CEOs and senior managers from machinery building, textile , metallurgical and automobile enterprises and corporations; and business leaders from the private sector; some professors/trainers; and government officials. Policy Seminar—Challenges and Implications of China Joining WTO (July 10-14, 2000, Beijing, China) 关于中国入世的意义与挑战的政策研讨会(2000年7月10日-14日,中国北京) In the period of 1999 to 2000, we focused on the training of trainers in China. Working with CCER at Peking University, we offered 5-day courses on International Trade and WTO Accession to professors/trainers from other universities. 2-3 such courses were delivered. Evaluation results were excellent. This seminar was one part of a multi-year effort to build a network of trainers and partners with expertise in state-of-the-art economic and financial sector issues, who can provide training for government officials and other important segments of the development community in China. This particular seminar addressed the challenges as China liberalizes trade in many new sectors for WTO accession.
