BANGKOK
: “Investment, Trade and Transport Facilitation in ACMECS” workshop was co-organized by the Office of National Economic and Social Development Board (NESDB), ACMECS Business Council and the World Bank at the Napalai Ballroom, Dusit Thani Hotel, Bangkok. The workshop aimed to take stock (from various perspectives) of the current situation in respect of cross-border private investment, trade and transport in ACMECS region (covering Thailand, Cambodia, Laos, Myanmar and Vietnam); and to propose a way forward as to how governments, private sectors and donors can collectively facilitate cross-border movement of goods such that exports from these low income countries are  competitive.

Mr.Somchet  Taeracoop, Deputy Secretary General, NESDB, Dr. Ajva Taulananda, Chairman, ACMECS Business Council, and Mr. Ian C. Porter, World Bank Country Director, Thailand, presided over the event. Keynote speakers and panel discussants during the First session on Background  were Dr. Porametee Vimolsiri, Senior Advisor, NESDB, Ms. Ling Ling Ding, Senior Economist, Asian Development Bank (ADB), Dr. Kazi M.Matin, the World Bank Lead Economist, and was chaired by Mr. Ian C. Porter.

Session 2 focused on "Cross-Border Private Investments in Low Income ACMECS: Investors’ Views" was chaired by Dr. Ajva Taulananda. The panel discussants were Mr. Vichai Poonpiriyasup, Senior Vice President, CP Group and Mr. Sin Foong Wong, Country Manager, International Finance Corporation (IFC) Hanoi Office.

The afternoon session was divided into three groups. The 1st Group was focused on Contract Farming, Agricultural Exports and ACMECS Support and was chaired by  Dr. Jingjai Hanchanlash, Chairman, GMS-Business Forum. The discussants were Mr. Anthony Zola, President, MIDAS Agronomics Co., Ltd., Mr.Attasit Surakul, Vice President of Customer and Rural Development Department, Bank of Agriculture and Agricultural Cooperatives, and Mr.Pornsilp  Patcharintanakul, Vice-Chairman of ACMECS Business Council (Thailand)-Agriculture.

The 2nd Group discussed on Cross-Border -Transport & Trucking in ACMECS. The discussants were Mr. Paul Apthorp, Strategic Development, TNT Express Worldwide N.V., Mr. Somkiat Narkboavarnvichit, T.L. Enterprise 1991 Co., Ltd., and Dr. Ramon C. Sevilla, Director, Mekong Institute, and was chaired by Dr. Sompong Sirisoponsil, Director of Transportation Institute, Chulalongkorn University

The  3rd Group was under the topic: Experiences with Investment, Trade & Transport Facilitation was chaired by Mr. Jakkrit Srivali, Director, Division of Economic Relations and Cooperation, Department of International Economic Affairs and the discussants were Mr. Baher El-Hifnawi, Senior Transport Economist, the World Bank,   Mr. Le Viet Thang, Customs Modernization Project, General Department of Vietnam, and Mr. Phiraboon  Phaiboontham, Director, Logistics Development Committee, Board of Trade of Thailand.

About 150 participants from private sectors, international organizations and civil society organizations, academia including the news media, participated in the workshop from Cambodia, Lao PDR, Myanmar, Thailand, and Vietnam.
