Applying for TFF Assistance

The Trade Facilitation Facility (TFF) is now accepting requests for assistance from governments of low-income countries and related regional integration organizations (e.g., COMESA, WAEMU, EAC). Prospective applicants should review the information about the TFF program presented here on this website to determine whether the request for assistance fits the objectives and selection criteria for financing by the TFF.

The initial expression of interest (EOI) letter should come from a senior government official or representative from a regional integration organization. An EOI can be submitted by e-mail or via regular post mail addressed to:

Those interested in TFF support are encouraged to discuss areas of proposed assistance with the Country Director or Country Manager in their local World Bank office.

Expressions of interest should provide a description of the project or initiative for which TFF support is being sought. They should also present information on specific activities to be financed and how these are likely to contribute to improving the trade facilitation environment in the country or region concerned. Specific attention should be paid to describing:

  • compatibility with the objectives and selection criteria of the TFF
  • likely impact on overcoming trade facilitation problems, bottlenecks, or trade costs
  • clear interest and commitment of key stakeholders
  • alignment or compatibility with the country or region's development priorities and trade facilitation ambitions
  • complementarity with existing work being undertaken by the government and development partners

The TFF Program Administrator will review requests with the relevant World Bank Group country team. For those requests that meet TFF criteria, an expert from the World Bank Group will be assigned to help the beneficiary organization finalize the grant application and facilitate its implementation.

Grants applications will evaluated according to the following criteria:

  • potential for success in reducing trade costs
  • strength of beneficiary ownership
  • alignment with the country’s or countries’ development priorities (e.g., PRSP)
  • complementarity with other trade-related technical assistance

Preference will be given to applications that also address cross-cutting development priorities, such as HIV/AIDS, gender equality, and climate change. All proposals must include information on the activity’s expected spending schedule and outputs, as well as clearly defined goals, activities, outputs, and verifiable indicators that will be used to measure the activity’s outcomes.
