The World Trade Organization’s Doha Round of trade talks, launched in 2001, promised to put development at its center. Yet this promise now hangs precariously in the balance.
The WTO Ministerial in Hong Kong on December 13-18 is to set the stage for the successful conclusion of the Round on 2006. But progress has been difficult and gaps on key issues are wide.
The stakes are high for the world’s poor. Trade is essential in helping poor countries to generate growth, create jobs and raise incomes. An ambitious Doha Round could help to lift millions of people out of poverty.
To be a true development round, Doha needs substantial reform of agricultural trade, led by developed countries; market opening by developing countries in services and manufactures, and increased aid for trade to help the poorest countries take advantage of new opportunities and cope with any adjustment costs.
But can Doha deliver?
