Knowledge Sharing activities and services: - assist task teams obtain better results by: (i) sharing knowledge and capturing lessons for re-use to enhance quality; (ii) learning from effective client practices and integrating these practices in Bank-supported operations; (iii) designing & implementing results frameworks; and (iv) providing knowledge and M&E services to clients; and
- help country clients to enhance their capacity to share/apply knowledge & ICT for development, & monitor and evaluate development results.
Activities: Organize Debriefing and Dissemination of Knowledge Products
- conduct debriefings focused especially on filling knowledge gaps in design and implementation of MAP, PRSP/PRSCs, CDD, multi-sector programs;
- synthesize three cross-cutting themes into "knowledge packs" in areas of strategic importance (e.g., programmatic lending, results CAS, implementation of HIV/AIDS, capacity enhancement, etc.).
- help enhance client capacity to use debriefing to monitor progress on PRSP;
- disseminate lessons: publish Findings and Infobriefs;
Managing the Indigenous Knowledge (IK) for Development Program
- coordinate/support integration of IK practices in about a dozen operations; develop guidelines for Task Team Leaders (TTLs) on integrating IK into Bank-supported programs;
- develop "Knowledge Packs" on using IK to achieve Millennium Development Goals (MDGs); IK e-learning module; national IK strategies and local/regional IK networks; toolkit for community-to-community knowledge and learning exchanges; and facilitate half-a-dozen community-to-community learning exchanges in Africa and with other regions;
- maintain IK website in five languages; identify/disseminate new cases; publish “IK Notes” and new book on IK commemorating 5th anniversary of the Program
Capacity enhancement of regional institutions & centers of excellence
- transfer knowledge sharing/learning platforms to client institutions;
- promote integration of KL agenda;
- organize K & L Fairs in Africa in context of regional events (e.g., SADC’s AIDS Summit in Maseru; CDD Conference in Burkina Faso) or community events (e.g., MASAF III in Malawi);
- management of KL Group, mentoring staff, representing Region on corporate KL activities.
Enhance Informatics & Distance Learning capacity
- access to knowledge for client: regional coordination of establishment of about half-a-dozen Distance Learning Centers; support development. of Country Gateways in about twelve countries; support development of country ICT strategies; coordinate regional ICT partnerships (e.g., support to UNECA to develop ICT platforms); and coordination of informatics support to task teams: IFMS, review of procurement, guides on MIS, providing “knowledge/ICT lens” during CAS process, etc.;
- develop/maintain regional ICT platforms: Quality Portal; websites, multi-media services.
Results/Monitoring & Evaluation and Statistical Support at various level
- At country level: coordinate support to country teams to design/implement national results-based M&E Systems (including stats capacity building & poverty reduction monitoring programs);
- For Bank country teams: provide support to design results-based CAS & M&E arrangements in lending & ESW products
- At regional and sub-regional levels: provide focal point related to statistical capacity-enhancement in Africa (e.g., represent AFR on Coordinating Committee for African Statistical Development, PARIS21 regional meetings and workshops, and AFRISTAT Scientific Council; This includes:
- design/deliver Africa Statistical Training Program;
- strengthen capacity of regional statistical centers to organize training events and provide technical assistance
- Maintain/Upgrade Bank M&E/data systems on Africa
- maintain LDB/help desk, re-design & publish ADI 2004; maintain Africa Household Survey Databank, Standardized Indicators and Standardized Files, Client Surveys;
- develop CWIQ tool to monitor PRSP and HIV/AIDS; develop archiving and dissemination of household survey data on CD-ROMs.
