The Thematic Groups (TGs), also known as communities of practice, are groups of people who are passionate about a common subject. Leadership and membership in any Thematic Group is voluntary and open to all staff. TGs also have external partners, and knowledge sharing becomes seamless across the group through the email distribution lists and websites.

TGs receive funding from their sector board(s) based on work program agreements which tie TG work to the sector strategy. TG products, services and activities include:
- production of knowledge collections (good practices, know-how, sector statistics, etc.)
- dissemination and outreach to staff and partners (brown bag lunches, clinics, workshops, study tours, websites, newsletters etc.)
- support to task teams, thus enabling staff to apply and adapt the global knowledge to the local situation
- raising additional funds for specific work program activities
