WBI has adopted a country-focused approach as a strategic organizing principle for capacity development. A group of 36 focus countries were identified in collaboration with the regions. The countries were selected based on numerous criteria, including the need to show from a variety of perspectives the most successful approaches to capacity development. The 36 focus countries represent all regions.
With growing emphasis on country ownership and country-driven agenda of the development process, the importance of capacity development has greatly increased.More and more World Bank resources are being applied to develop country capacity to manage their own development.
WBI created the Regional Capacity Enhancement Team (RCET) in 2003 to work with country teams to develop a strategic approach to capacity development. The objective is to support the Bank's capacity development agenda by leveraging existing partnerships in country, helping to integrate capacity development into country-led development strategies. The RCET team's specific mandate is to work with World Bank country and regional teams to ensure that capacity development is a core strategic goal of operations in WBI’s 36 focus countries.
