Urban Management Program Fiscal and Public Sector Management Program Health and HIV/AIDS Program Investment Climate Program Social Accountability Program Urban Management Programhas developed a network of local institutions in India providing certification in urban management and governance to equip a new generation of urban managers to better run Indian cities and ensure service delivery to their citizens. The program collaborates with the Administrative Staff College of India (Hyderabad), and Yashwantrao Chavan Academy of Development Administration (Yashada) of Maharashtra. The model and lessons of this certification program are being mainstreamed through three Bank operations in the urban sector (Tamil Nadu, Andhra Pradesh, and Gujarat), as well as through participation in the design of the capacity building program under the JNNURM (Jawaharlal Nehru National Urban Renewal Mission). More than 200 urban managers have already graduated from ASCI and have started to implement urban development plans

The Resource link is a one-stop shop for urban professionels and provides answers and timely information to specific requests in the area of infrastructure & service delivery, financial reform, decentralization and accountability and poverty&urban economics and urban environment. The urban program has also a solid waste component which works with the State Institute in Mysore to develop learning modules on solid waste management tailored to India. The disaster management component of the program works in partnership with the National Institute of Disaster Management (NIDM) and jointly offers an on-line course on risk management for natural disasters. The lead partner for this program to date has been the Indian Institute for Public Administration (IIPA). WBI feeds into an ongoing M.Phil program offered by IIPA and brings together the latest thinking, presenters from across sectors within the Bank, and national and international experts on public sector management and governance issues. This program is in direct support to the Government’s National Rural Health Mission and collaborates with the National Institute of Health and Family Welfare (NIHFW) at the central level and several state-level training institutes in Rajasthan, Orissa and Uttar Pradesh. The HIV/AIDS component of the program works with Indian journalism schools strengthening their capacity to train students better in ethical and effective HIV/AIDS reporting. A third element of the program works with the private sector and helps building the capacity of small and medium size IT companies to implement HIV/AIDS interventions and fight HIV/AIDS related stigma for their employees and clients. Investment Climate Programprovides technical assistance to the State of Orissa for implementation of a single window clearance mechanism for investment which will help attract potential investors and facilitate the process of opening a business in Orissa. WBI’s involvement has included bringing experts from across Indian states as well as from Malaysia and other countries to Orissa to provide practical advice to the government of Orissa on how best to implement the single window mechanism at the state and district level, and to assist with pilot testing the mechanisms in several districts. The program is now also expanding into other states such as Uttar Pradesh and potentially Bihar. Read more on WBI’s Investment Climate Program.
Social Accountability Program is still in its early stages of development. The goal is to increase citizen voice for improved governance and service delivery through developing certification and diploma programs on social accountability and direct advisory support to state governments. Its aim is to strengthen the capacity of local governments to deliver services through addressing issues of government accountability and performance in service delivery.
