Needs Assessments provide guidance for decision-making at all levels of an organization. Within the World Bank we use needs assessment for both defining the strategic direction of programs and projects, as well as for deriving capacity building objectives in the development of learning activities. The resources you will find here at the Needs Assessment Knowledge Base can provide you with useful guidance for conducting a successful needs assessment.
