In March 2000, the Zambian government created the National Capacity Building Programme for Good Governance in Zambia. In order to facilitate the coordination, monitoring and evaluation of the Programme, the Government created the Governance Development Unit (GDU) which falls under the Ministry of Legal Affairs. The goal of the GDU was to establish a database for effective monitoring and evaluation of the Programme and to undertake a baseline survey on governance. It was in January 2001 that the government of Zambia officially requested World Bank support in carrying out the diagnostic survey as a first step in the ultimate goal of developing an effective governance and anti-corruption strategy. Standard survey instruments developed by the World Bank and adapted to Zambian conditions were used to conduct sample surveys of three distinct populations: households, enterprises and public officials. The surveys focused on corruption and such other elements of governance as service delivery. The University of Zambia conducted these surveys and is currently in the process of collecting the data. The Governance Baseline Survey Team, a committee which includes government and civil society representatives, was the main responsible for the implementation of the National Governance Baseline Survey and the design of a governance strategy. The final report was completed by a team of consultants from the University of Zambia in September 2004.
The final report completed by a team of consultants from the University of Zambia was launched by the President of Zambia, H.E. Mr. Levy Patrick Mwanawasa at a National Workshop held in Lusaka on October 26th, 2004. During the Workshop participants discussed the main governance challenges faced by the country and began drafting a governance strategy. Eight Regional workshops to discuss the results of the diagnostic work have taken place in 8 Provinces across Zambia between December 2004 and January 2005.
Local Capacity Building
The Ministry of Justice is currently coordinating with the Anti-corruption Commission and the Anti-corruption Task Force to integrate the outcome of the nine Workshops into a broad Governance Strategy.
The intention of the survey was to develop empirical information that can be discussed, analyzed and used in efforts to formulate programs and policies to improve governance and thereby reduce corruption. The survey was co-financed by cooperating partners, namely, DFID, the World Bank and a bilateral donor fund established to support the preparation of a Poverty Reduction Strategy Paper (PRSP). The Steering Committee for the diagnostic work is the Governance Baseline Survey Team (GBST) which includes Zambian members from the GDU, the Anti-corruption Commission (ACC), the Cabinet Office, the Central Statistical Office, the Ministry of Finance and Economic Development and the Integrity Foundation in collaboration with officials of the cooperating partners.
