The Steering Committee of Paraguay, called El Consejo Impulsor, was established and comprised of 21 members, 9 from the public sector, 9 from the private sector and 3 parliament representatives. After discussing the current situation of corruption in their country, El Consejo Impulsor contracted the Paraguayan company, “Gabinete de Estudios de Opinión (GEO),” to conduct a diagnostic survey of households, public officials and private enterprises in order to objectively gauge the level of corruption in the country.
