Japan International Cooperation Agency (JICA), Secretariat of Japan Disaster Relief Team, Tokyo, Japan

  • Founding Evaluation Officer, June 2002 – June 2004
    • Responsible for establishing JICA’s own evaluation criteria for effectiveness of Japanese emergency relief efforts as 1 of 3 founding members of this team, as JICA grows more independent from Japan’s foreign ministry
    • Initiated and led 1 st task force ever to make evaluation guidelines/system for Japan’s Disaster Relief Rescue Team (JDR) and Medical Team
    • Updated JDR’s team structure after traveling to Taiwan to evaluate 1999 earthquake disaster relief efforts (JDR now uses rescue dogs and has medical staff member due to my report)
    • Represented JICA at International Search and Rescue Advisory Group Meeting held February 2003, in Singapore
    • Investigated prevention measures for “inside” infection prevention (passed from patient to doctor) in SARS-infected hospitals in China
  • Planning Officer, Regional Office 2 (Asia, Oceania, The Caucasus ), April 2000 – June 2002
    • Planned Japanese aid strategies for China and Mongolia
    • Dispatched area experts, organized 7-8 person teams for in-country inspections
    • Reviewed and evaluated existing China aid policy and added “promotion of mutual understanding” to priority issues; resulted in young leader/university student exchanges between the two countries
    • Planned and arranged first visit to Japan of leaders of Zhongyang-Dengxiao, the school for training China’s Communist Party Leaders
    • Collaborated with the Japanese Ministry of Foreign Affairs and Japan Bank for International Cooperation in developing aid policy for Mongolia
    • Wrote Poverty Reduction Strategy Paper on Energy Sector in Mongolia, based on past Japanese experience
