African Regional Conference in Cameroon, May 7, 2008
The Joint-Japan World Bank Scholarship Program (JJ/WBGSP) held its third African regional conference in Yaoundé, Cameroon. This one-day conference was a part of the JJ/WBGSP scaling-up activities which aim to promote knowledge sharing with the JJ/WBGSP community and beyond.

Cameroon has many JJ/WBGSP alumni: as of today, there are 47 Cameroonian alumni and 5 scholars currently pursuing their Master’s degrees at the University of Yaoundé II which is one of the country’s top ranking universities and a JJ/WBGS partner. The conference brought together 90 participants from the JJ/WBGSP community and from relevant agencies, including the alumni, scholars, representatives from universities and from the Ministry of Higher Education of Cameroon, NGOs, and the World Bank’s country office.  | | His Excellency Mr. Kensuke Tsuzuki, Japanese Ambassador to Cameroon, made opening remarks. The speeches by Dr. Oyono Enguéllé Samuel Henri, Sr. Technical advisor to the Ministry of Higher Education, and Dr. Jean Tabi Manga, Rector of the University of Yaoundé, launched a day of extensive knowledge sharing. |
Discussions of Africa’s current issues in capacity development and preparedness for the knowledge economy included:  | |
a speech by Mr. Abdoulaye Seck, Acting Resident Representative, World Bank, Cameroon, on his own experience in Africa as a senior economist

- remarks by Professor Roger Tsafack Nanfosso, Director, Economic Policy Management (EPM) Program, University of Yaoundé II, on the joint efforts of EPM and WBI in cultivating future leaders of Africa, and

- a presentation by Mr. Tsutomu Shibata, Senior Adviser, WBI, on the knowledge economy and its implications for the development of Cameroon

Three alumni who were recognized for their outstanding Master’s degree papers presented their findings at the conference. Their topics were: - Oil and Poverty Reduction in Cameroon by Mr. Ali Ahamat Brémé (Chad), University of Yaoundé II
- Investment Incentive System in Tunisia by Mr. Mahmoud Ghouil (Tunisia), CERDI
- Participation and Institutional Reform in the Water Sector in Zimbabwe: Case of Smallholder Formal and Informal Irrigation in the Mzingwane Catchment by Mr. Oniward Svubure, UNESCO-IHE

| The conference marked the establishments of two new alumni associations: Cameroon and Chad.
“The JJ/WBGSP Alumni association of Cameroon is pleased to be represented in this third regional conference, held as a part of the scaling up activities of the scholarship program sponsored by the government of Japan. We express our profound gratitude for the enormous efforts made by the JJ/WBGS Program to sponsor many Cameroonians without which most of us could not have had the opportunity to acquire | | 
| competencies in various fields,” says Ms. Grace Alake, representative of Cameroonian Alumni Association who graduated from the London School of Hygiene and Tropical Medicine.
 | | Mr. Romain Ndouba, representative of Chadian Alumni Association and a graduate of Université Catholique de Lyon said: “I speak for my colleagues, who have studied under the World Bank and Japanese Government scholarship program, in congratulating these institutions for helping us build our capacities. In our meeting in N’Djamena, many people expressed regret that they
| had not been able to keep in touch with their sponsors since this would have been a good way of building a network”.
 | | Mr. Jean-Pierre Senghor is a regional coordinator for the West Africa. In their meeting in April 2004 in Dakar, they set up a regional alumni association (Réseau d’Appui aux Initiatives de Base en Afrique-RAIBA). Since then Mr. Senghor has been active in developing a strong network of young entrepreneurs and development practitioners in the region. "Without any doubt, this conference has been a great success, in terms of the number of participants as well as in the quality of presentations. Thank you for your | contribution in knowledge promotion for capacity building in our countries" Mr. Senghor said. "As a commitment made, the three alumni associations that attended this conference in Yaounde, (RAIBA, Cameroon Alumni association and Chad Alumni Association), have decided to put their efforts together - to better promote of the JJ/WBGSP in Africa particularly targeting Francophone countries, and also
- to set up a strong network that could be active in development issues."
Throughout the day, participants discussed how the JJ/WBGSP has contributed to capacity development in Africa and how to leverage the community’s knowledge in addressing today’s development challenges. For details see: See also:
