    • Headed the office secretariat, assisted the Joint Commissioner and Regional Commissioner in implementing and achieving the planned activities and stated goals
    • At the regional level was involved in monitoring, supervision, reporting, and advising the Joint Commissioner and Regional Commissioner on policies and procedures to improve the tax system
    • Headed the Personal Income Tax unit in the same regional office till 2003 and spearheaded all types of awareness programs when Personal Income Tax was first introduced in 2002 in the country. In all the awareness programs within the jurisdiction of the regional office including inter governmental seminars and workshops, took active participation and mostly as a resource speaker
    • As a tax officer with extensive knowledge on tax audit, spearheaded some special tax audit. In his endeavor to serve for the taxpayers, was frequently involved with various government organizations, corporations, and the taxpayers. Possesses a wide experience in the field of taxation and public finance.
Education
  • Masters Degree in Public Finance at National Graduate Institute for Policy Studies (GRIPS), Tokyo, Japan. Scholarship from the Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP), 2006 - 2007.

  • Graduated with B.Com (Honors) from Sherubtse College, Kanglung, Bhutan in 1997, affiliated to Delhi University, New Delhi, India

    • Working as a staff at Individual Income Tax section in Medan Belawan Tax Office and as a Staff Coordinator for Administration and General Affairs of Counsel and Tax Potency Office at Lubuk Pakam
    • Prior to his study in Japan in 2006, served as a Staff Coordinator for Value Added Tax and Other Indirect Taxes Counsel section, North Sumatera Regional Tax Office in Medan
Education
  • Master of Economics degree from Yokohama National University, Public Policy and Taxation Program, 2008
  • Bachelor’s degree from North Sumatera University, 1995.

While studying there, his observation on the impact of oil palm plantations on people’s economy in some areas in North Sumatera and later interactions with taxpayers and institutions related to palm oil industry raised his interest to write his thesis on the industry, the Industrial Clusters in the Palm Oil Industry in Indonesia.

Mr. Rahman, Md. Matiar

Work Experience

  • Served in the field administration with different capacities under the central administration of Bangladesh Government. He has obtained practical experience from his various postings and positions.
    • Worked as the Chief Executive of a sub-district
    • Assistant Director and Deputy Director of Local Government offices at field level
    • Revenue Deputy Collector and with many important portfolios through which he contributed to the rural and regional level development of the country.

    He has profound knowledge and experiences in the development activities. Some of them are implementation of the local level development projects and government policies, coordinating, supervising, monitoring and evaluation of the development projects along with preparing reports for sending to the central government.

    Coordination of the on-going development works by GO and NGOs was another area of his services.

    Rescue & Rehabilitation works for disaster affected people during natural calamities were also the part and parcel of his jobs.

    Performed as a magistrate for several years, to establish rule of law and protecting human rights. Had keen interest to be engaged in the urban development and management activities including its environment and relevant fields.

    His entire efforts and devotion are placed to enrich himself for achieving significant knowledge and experiences on the urban management issues while the ultimate goal is contributing to the sustainability development by ensuring environmental sustainability.

Education
  • Masters of Science in Urban Environmental Management from the Asian Institute of Technology (AIT), Bangkok, Thailand, 2007. Scholarship from the Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP).
  • Master of Science in Statistics from the University of Dhaka, Bangladesh, 1988.
  • B.Sc. with major in Statistics from the same university, 1987
