The specific long term goals of WBI's Urban and Local Government program are to improve the quality of professional service in the key posts of confidence in cities of the six regions. The only practical strategy to achieve this goal is to work indirectly, through national and regional intermediaries. Accordingly, a secondary goal over the medium term (the next three years) is to establish partnerships with international organizations and an anchor program in selected countries around which to build out the program to gradually extend reach and increase sustainability.
