The Guatemala Municipal Radio Training Program seeks to help implement Guatemala’s decentralization strategy. The training manual on Community Development Councils, or COCODEs (their acronym in Spanish) teaches community organizers about the purpose of the local development councils, how to establish the councils, and how they are integrated within the development council structure.
