The workshop will consist of a two day expert meeting and a half day policy discussion. During the first two days, experts will review and discuss different financial instruments and their possible combination to manage disaster risk at the micro, local and macro levels and will seek solutions for linking affordable risk financing instruments with efficient reduction of disaster risk in the Philippines. Presentations on global best practices will provide a framework for discussion. The discussion will be supported by the results of pre-workshop interviews and survey that elicits stakeholder (and public) views on the respective roles of the government and private sector in providing pre- and post-disaster financial assistance, as well as on desirable financial instruments for this purpose. On the third day, the outcome of the expert meeting – outline of risk sharing and risk transfer options for the Philippines - will be shared and discussed with policy makers.
