How to Use Distance Learning to Build Capacity in Municipal Management

At this half-day training session, part of the World Urban Forum IV session held in Nanjing China, participants were presented with a methodological "how to" process of design and development of distance learning for local government officials. The session highlighted programs developed by UNHCS and the World Bank and their partner institutions.  The presentation described the wide-ranging technologies currently used in distance learning - which range from CD-Rom and online tutoring to sattelite radio complemented by tutors in remote villages.  Cases include the Guatemala Radio Program, Municipal Management Program for Latin America, Open and Participatory Government Program, Public Finance for Practitioners and E-Governance. The session will continue in an on-line venue.
