    
Through exchange of international experiences and discussion of the critical issues involved in education reform, participants would gain the following essential knowledge and skills:

An improved understanding of the rationale, objectives, policy options and processes of education reform;

An appreciation of the importance of creating conducive conditions to ensure successful and sustainable reform initiatives;

An expanded knowledge of a broad range of approaches to enhance quality, efficiency, equity, and sustainability of educational provision which contributes to social cohesion, civic and national economic development;

A demonstrated ability to apply a range of analytical tools enabling critical analysis of policy options in terms of their appropriateness to local/national settings;

A capacity to design and present a conceptual approach to developing education strategies that focus on improving quality of education as an issue in itself and as a necessary condition for addressing quality at all levels of education.

The course was geared to policy and decision-makers and senior technical staff from both public and private sectors who are involved in the design and implementation of education policy in the ECA countries.

Recommended Additional Training
On February 1-29, 2008, Introduction to Education Statistics and Indicators course was offered in Russian. This e-learning course was particularly recommended to the participants of the face-to-face course (access to it was provided free of charge) as a refresher on basic statistical concepts applied to education.
