This sub-program builds capacity to promote consensus for integrated natural resources management at the appropriate levels of management.  They include clinics on participatory strategic planning and conflict management in Brazil; the management of fragile uplands in Lao PDR; assessment and building of capacity for environmental management at the municipal level in Brazil; and the enhancement of community institutions towards the ecosystems approach for selected natural resources management projects in several African countries.  All these activities are jointly conducted with regional and country teams.
