The Clean Air Initiative (CAI) is a partnership that draws on the Bank's comparative advantage in convening stakeholders across sectors and disciplines to forge economically and politically efficient approaches to managing urban air quality. The Clean Air Initiative combines action learning programs (preparation of city air quality action plans with investment and policy reform components), skills development, sharing of knowledge and experience, and strengthening networks and partnerships through the Air Quality Distance Learning course, the CAI website, and stakeholder dialogues. The CAI is implemented through partnerships with regional multilateral and bilateral institutions, the private sector, NGOs, city governments, and OECD environmental agencies in selected cities in Asia and Latin America.

The sub-program on Solid Waste Management Learning aims at strengthening the capacity of establishing self-sustaining training programs, including certification courses and regional networks that are managed and delivered through local institutes and expertise in India and Africa. The learning model is based on three main pillars: (1) to prepare case studies as the main tool to exchange experience and develop knowledge; (2) to design and deliver training activities, including face-to-face, multimedia, and web-based activities; and (3) to create local and regional networks of expertise to share knowledge and experiences.
