Developing Environmental Compliance and Enforcement Indicators in Latin America: Case Studies from Argentina, Brazil, and Mexico

Santiago, Chile
December 8-10, 2004

In many countries, environmental compliance assurance programs are emerging as critical mechanisms for implementing environmental policies. These programs create a framework for monitoring compliance and reacting to non-compliance in a number of sectors of the economy. The development of such programs has led to increasing demand for reliable and easily understandable information on their environmental effectiveness and efficiency. The development of meaningful and robust environmental compliance and enforcement indicators can help to meet these demands.

The key objective of the Pilot Project is to document the "State of the Art" of Environmental Compliance and Enforcement Indicators and efforts by each of the three country studies to measure or evaluate the quality of indicators, particularly on water and air quality. This workshop in Santiago presented lessons learned, policy issues that need to be addressed, and explored practical approaches that would lead to improved use and application of indicators.

The workshop brought together the team members from ArgentinaBrazil, and Mexico who presented and discussed their findings and critically assessed the challenges associated with the application of environmental compliance and enforcement indicators.
