Strategic Environmental Assessment (SEA) is a process for systematically mainstreaming environment into the appropriate levels of policy making. It includes mechanisms for evaluating the environmental consequences of policy, planning, or program initiatives in order to ensure that they are appropriately addressed in decision making on par with economic and social considerations.
A number of countries have recently passed SEA legislation, or are in the process of doing so. Through regional and country focused SEA activities, WBIEN and the Environment Department program supports such countries in developing their legislation or implementation guidelines by introducing the latest international SEA experiences and good practices. A series of SEA capacity building activities are expected to be carried out in the Southeast Asia region, particularly for China, the Philippines, Thailand, and Vietnam on SEA legislation, preparation and implementation.
