Program Description:

The program - Accelerating Progress towards the Millennium Development Goals and other health outcomes –will address key issues such as household practices for health, service delivery efficiency, organization of health care capacity, human resources and pharmaceutical market constraints, the strengthening of essential public health functions, and the overcoming of financial constraints. Participants will understand that the difference between ends (MDGs and other health outcomes) and means (interventions, instruments, tools i.e. PRSPs, SWAPS etc) is crucial.

The course will also highlight that effective interventions, actions and policies require involvement of many sectors, including health, and that adaptation to the country context remains critical.

The course seeks to share information, tools, and knowledge of reforms and essential public health functions, in order to empower participants to become effective agents of change.

Program Objectives:

We are in the 2nd half of the 1990-2015, and Progress towards the MDGs has been mixed, and it is now urgent :

· To propose a holistic framework for understanding the impact of health systems performance on MDGs

· To learn about tools for assessing the applications of public health functions, for designing and costing of essential services, for setting program priorities and for implementing services;

· To share information, and knowledge of reforms and effective interventions, in order to empower participants to become effective agents of change in achieving the health MDGs.

· To understand the appropriate role of the public sector (what Public Health and Health Economics agree on);

· To understand that health problems require cross-sectoral strategies to address them and

· To use health sector reform to achieve health outcomes, instead of public health becoming a victim of reforms;
