Hospital Reform is an important part of health systems improvement. WBI facilitates capacity building in countries addressing specific challenges of hospital reform.  A seminar on hospital reform was held in Senegal for Francophone Africa in December 2004. The Dakar Seminar, in partnership with the French Cooperation, took place December 6 to 10, 2004. This event gathered 14 francophone countries from Africa and provided an opportunity to learn from on-going reforms. The following topics were covered in the sessions :           - Context and aims of reform         - Legal environment         - Process of reform options implementation          - Major outcomes and next steps          - Evolving development and aid strategies          - Legal aspects of hospital financing          - Financing and human resources mobilization          - Allocation of resources          - Financing and access to hospitals.  A detailed program and a guide to prepare the seminar (documents in French) give an overview of the content and approach.  This seminar is the first stage of a broader program dedicated to support capacity building.
