AIDS Strategy and Action Plan Service Regional Workshop: Eastern Europe and Central Asia

In spite of the numerous positive efforts that have been made globally in response to the HIV/AIDS epidemic, AIDS programs have not made the expected impact in very many countries. This is due, in many cases, to poor planning which has inevitably resulted in a lack of priority setting and the ineffective use of funds. Well-elaborated national AIDS strategies and annual AIDS action plans are therefore prerequisite for successful implementation of national programs and projects. To address HIV and AIDS more effectively, countries need to use a results-based approach to enhance their national strategy and annual action plans, ensure that they are evidence-based and prioritized, and implement the strategy effectively and efficiently, with clear and streamlined monitoring and evaluation plans.

It is in the context of this concept that in October, 2008, the World Bank Institute, the capacity building arm of the AIDS Strategy and Action Program (ASAP) completed the Eastern Europe and Central Asia region training for AIDS strategic and operational planning. The training, hosted by the Semmelweis University Health Services Management Training Centre, Hungary, was a 10-day course designed for the technical staff and program managers involved in the strategic and operational planning processes in their countries.  The training also targeted selected UN representatives responsible for providing technical support in strategic and action planning at the country and regional level.  It is the 5th in a series of regional workshops coordinated by ASAP.

Due to the intensive nature of the workshop, participation was limited to 12 countries and representatives from UNAIDS co-sponsors (Russian Federation, Moldova, Belarus, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Bosnia Herzegovina, Macedonia, Kosovo and Ukraine) and was offered in both English and Russian, simultaneously.
