| Mr. Tsutomu Shibata (tshibata@worldbank.org) is the adviser at World Bank Institute, managing a program to study and disseminate Japanese and East Asian development experiences, as well as engaging in other capacity building programs.
Before rejoining the Bank in 1999, Mr. Shibata was the head of International Cooperation Department of the Japan Development Bank where he engaged in capacity building for Russia, China, Vietnam, Brazil, Indonesia, Egypt, Thailand, Jordan, Burma, and others. He also worked for UN Afghanistan Coordinators' Office and Japan Bank for International Cooperation. In the mid-80s, he was an operation officer for East Asian Region of the World Bank, focusing on financial sector and SME development in Korea, Malaysia, Indonesia and Thailand. Mr. Shibata holds BA in Economics from Waseda University and MA in Economics from Yale University. His publication as co-author includes: The Experience of Japan and Lessons for Developing Countries, among many others.
