Patrick McAuslan is a lawyer. He has taught, researched and practiced in the area of land law, land use law, land policies and land management in developing countries for over 40 years. He was the Land Management Adviser to the World Bank/UNDP/UNCHS Urban Management Programme (UMP) based in Nairobi from 1990 – 1993, being the Co-ordinator of the Programme from 1992 – 1993. He has worked on land law and urban planning law matters in the following states which have a mix of Islamic and ‘modern’ land law: Kano State, Nigeria (1979) Zanzibar (1982); Maldives (1983, 2002, 2006) Bangladesh (1999); Indonesia (2001 – 02); Somaliland (2003) and Yemen (2004). He has drafted legislation (which is now in force) on land tenure reform in Tanzania (1996) and Uganda (1998); on urban planning in Tanzania (1977 – 81) Malawi (1984) and Turks and Caicos Islands (1984) and Mauritius (2004). He was Senior Technical Adviser for one year to a DFID project to assist the Government of Uganda to implement the Land Act 1998.  His work in the Maldives, Zanzibar, Tanzania, Bangladesh, Indonesia, Yemen and Maldives has assisted him to understand the principles of Islamic land law. He is the author of many books and papers on land law and policies in developing countries including (as co-author) the 1992 UMP publication Reforming Urban Land Policies and Institutions in Developing Countries and Bringing the Law Back In: Essays in Land, Law and Development (2003).

Said Mubin Shah is presently serving as Director of Policy and Research Department of Afghanistan Investment Support Agency or AISA. After completing his post graduate studies in Economics in Pakistan, Mr. Shah worked from 1995-2001 as a professor at the Faculty of Economics of the Afghanistan University for Science and Technology. He then joined the Central Bank of Afghanistan in 2001 as Senior Director General of Monetary Policy Department and Macro Economic Advisor for two years in DAB. Before joining AISA in late 2006, he worked as program economist at USAID/ Afghanistan for two years (2004- 2006). Mr Shah has participated in a number of seminars, workshops, and training events in Afghanistan as well as in USA, Europe, Middle East and Pakistan.
