Knowledge Economy Policy Services

Knowledge Economy policy services to client countries consist of detailed analysis on critical issues relating to their transition to the knowledge economy (KE) and concrete recommendations on how to address these challenges. The program offers different levels of assessment and policy advice, thereby offering greater flexibility to meet the needs of countries at different stages of development:

  • Knowledge economy benchmarking assessments: These assessments will be based primarily on the analysis provide by K4D's Knowledge Assessment Methodology (KAM).
  • Knowledge economy enhanced/sector assessments: This is K4D's mid-range product, offering a deeper level of analysis and country engagement and enables a more rigorous and sophisticated analysis of a country's position vis-à-vis the knowledge economy.
  • Comprehensive knowledge economy assessments: The comprehensive assessment offers a deep and substantial analysis of a country's position vis-à-vis the four pillars of the knowledge economy, and a full set of detailed policy and project recommendations.

K4D also provides policy consulting advice on aspects of the knowledge economy. This work is demand led and such projects are typically short and consist of advising clients on, for example, the conduct of a knowledge economy study or providing clients with insight into policy development experiences on various aspects related to the knowledge economy.

Knowledge Economy Policy Studies

To support our policy services to clients, the K4D program will undertake several thematic policy studies that are designed to bring together global learning and experience on the knowledge economy. The studies are conducted under Special Initiatives that are devoted to in-depth policy research and advisory work on the following topics:

Learning Events

K4D's learning events include expert lectures, seminars and colloquia, workshops and small-group projects, and peer mentoring. They take place face-to-face in traditional classrooms, in distance learning centers, on project sites, at participants’ places of employment, and other locations. The program learning events' purposes are to build knowledge and skills and to facilitate exchange of experience and good/best practice on the knowledge economy.

 

Knowledge Products and Tools

The K4D program has developed a web-based Knowledge Assessment Methodology (KAM) which has proven to be very popular amongst both country clients and Bank staff. The KAM provides a preliminary knowledge economy assessment of a country, which can form the basis for more detailed knowledge economy work. The scorecards help to identify the problems and opportunities that a country faces in making the transition to the knowledge economy, and where it may need to focus policy attention or future investments.The KAM consists of a set of 81 structural and qualitative variables that benchmark how an economy compares with its neighbors, competitors, or countries it wishes to emulate. The comparison is undertaken for a group of 132 countries.

 

Knowledge Management for Organizational Capacity

This KMOC initiative offers toolkits, reports and learning events to enhance the capacity of development-oriented organizations in the client countries to achieve greater impact through the application of knowledge management practices.
