The seminar brought together participants from Argentina, Chile, Brazil, Mexico, Peru, Russia, Israel, USA and UK to share best practice in promoting innovation networks and clusters, including experience on venture capital industry. Particular attention was devoted to Diaspora networks as a tool to open up and reform national innovation systems. (Spanish)

The workshop focused on the design of public policies to leverage expatriate skills abroad for the benefit of the countries of origin. It put a particular emphasis on facilitation of “brain circulation” rather than trying to reverse “brain drain”. Several very interesting papers and presentations from the event is available online.

The objective of this Global Dialogue was to understand factors behind the success of  several initiatives that have worked well, in view of informing  the design of new initiatives.  The focus of the event was on ‘how to’ details of programs and initiatives of mobilization of Diaspora of highly skilled in the context of low and middle-income countries.
