Turning Qatar into a Competitive Knowledge-Based Economy

The Planning Council of Qatar, the Qatar Foundation and the World Bank work together on establishing a knowledge economy assessment and vision for Qatar. Qatar is already implementing a number of knowledge-economy measures and projects but many of these projects are started without an overall coherent vision of where the Qatari society would like to be 10 to 20 years ahead. A targeted transition of Qatar towards a more knowledge-based economy implies that Qatar would be better equipped to compete in the global economy and that its citizens would have a common platform and vision for their future. The workshop on "Turning Qatar into a Competitive Knowledge-Based Economy", January 15-17, 2007 provided an opportunity for the Qataris to present the four pillars of the knowledge economy as well as to discuss issues raised in plenary about the challenges that Qatar faces in moving toward a knowledge-based economy. There was an open discussion about a "fifth or social pillar" of the knowledge economy which highlighted key challenges concerning gender, social networking, trust, leadership, entrepreneurship that would need to be addressed as part of a knowledge economy vision for Qatar.

Objectives

The objectives of the collaboration between the Planning Council of Qatar, Qatar Foundation and the World Bank are the following:

  • Carry out a knowledge economy assessment and vision for Qatar based on a national dialogue and awareness campaign;
  • Deliver a World Bank knowledge economy assessment report with a set of recommendations for processes and strategies on how to move Qatar towards a knowledge-based economy;
  • Develop strategies, methodologies and tools that would help Qatar to develop a knowledge-based economy;
  • Building capacity in Qatar to ensure a sustainable process towards a knowledge-based economy.

Participants 

A first workshop on January 15-17, 2007 had 70 participants from the government, education and research, private and mixed public sector.
