R. Chandrashekhar, Additional Secretary, Department of Information Technology, Ministry of Information and Communication Technology, India.

R. Chandrashekhar joined the Government of India is 1975 as a member of the Indian Administrative Service, the country’s premier civil service. Ever since, he has held a wide variety of key assignments, both in the Government of India and the State Government of Andhra Pradesh. He established the first Department of Information Technology in the country and was Secretary of the department from June, 1997 to December, 1999. From July, 1996 as CMD of AP Industrial Infrastructure Corporation and from June, 1997 as CMD, APIIC and concurrently Secretary, Department of Information Technology and Communications, he masterminded the conceptualization, planning and implementation of various key initiatives in the state in the field of Information Technology.

The comprehensive program drawn up covered, inter alia, creation of requisite infrastructure (HITEC City, etc.), strategic human resources development initiatives (Indian Institute of Information Technology, etc.) and evolving a comprehensive policy framework for adoption of IT in governance. The framework that was evolved was widely regarded as path breaking and catapulted the State to the forefront of IT development in the country. It became a role model for most other states, which sent several teams to study the experience of AP and emulated the ideas and concepts pioneered in the State. The unique program that was evolved powered the IT revolution in the State, attracted global attention and was widely covered in the national and international media.

Mr. Chandrashekhar has a deep understanding of the issues and problems related to IT implementations in Government and experience in finding innovative solutions to such problems in field conditions. He has abundant experience in dealing with the working alongside highly reputed international consultants on major IT projects. He has been associated with a wide variety of organizations like UNESCAP, Massachusetts Institute of Technology and events relating to all aspects of IT as a key resource person, speaker and consultant. He has wide and varied experience in international business negotiations. He received a M.Sc. degree in Chemistry from the Indian Institute of Technology, Bombay and a M.S. degree in Computer Science from the Pennsylvania State University, USA.


Tan Eng Chin, Director from Oracle's Global Industry Business Unit in Public Sector, with focus in eGovernment and Shared Services in the Asia Pacific region.

Leveraging on over a decade of consulting and implementation experiences in eGovernment and Shared Services programmes, Mr. Tan's key focus is to assist Government agencies in the region implement their eGovernment and Shared Services programmes by working closely with the country teams to engage the agencies in the respective countries. He is also responsible for developing Oracle's thought leadership and collaterals and articulating its point of view on eGovernment and Shared Services in Asia Pacific countries.

Prior to joining Oracle, Mr. Tan was a member of Accenture's Government Market Unit's management team and Change Management team in Singapore. He has extensive consulting and implementation experiences and has project managed mid- to large-scale eGovernment programmes with Accenture.

Wasantha Deshapriya, Reengineering Government Programme Director, Information and Communication Technology Agency of Sri Lanka.

 

Wasantha Deshapriya obtained a BSc. (Hons) from the University of Kelaniya, a PG Diploma in Computer Technology from the University of Colombo and a M.Sc. from the University of Reading, UK. Wasantha, a Sri Lanka Administrative officer with public sector experience for more than 20 years, has been involved with government computerization projects for over a period of 15 years. In addition to working as the IT Manager in few government agencies, he has been a resource person for government ICT training programmes and ICT technical evaluation committees. He was a pioneer in introducing email to the Sri Lankan public sector and used email and web to deliver Public Administration Circulars since 1998. He is also known for using local languages in his web pages to provide more citizen centric services.

 


 

Bill Edwards, Managing partner of Gov3 Limited in London, United Kingdom.

 

Gov3 Limited is a new strategic consultancy delivering unique expertise in the rapidly growing international e-government and transformation market. He is former director of e-Communications in the Office of the e-Envoy (OeE) in London, which works to get the United Kingdom online and ensure that the country, its citizens, and its businesses derive maximum benefit from the knowledge economy. Mr. Edwards has been actively involved in digital media since government began using it for marketing communications activity, and was a founder member of the government Internet Forum in 1995. Mr. Edwards served on the Faculty of the Salzburg Seminar American Studies Center Session 32, Digital Inclusion: Confronting the Information Gap, 2003.

Nagy Hanna, Director, International Center for e-Leadership & Senior Research Fellow, School of Public Policy, University of Maryland

Internationally recognized development strategist with extensive experience in advising developing countries and aid agencies on implementing strategies to leverage information and communication technology in support of national, sectoral and business development. Initiated the E-leadership Forum at the University of Maryland. Led the World Bank’s practice in applying ICT for development, as the Bank’s first senior advisor on e-strategies, and the founder and chair of the worldwide community of practice on e-development. Over 30 years of diverse development experience across all geographic regions, covering private sector development, knowledge economy, and state modernization. Assisted India is designing its first strategy for software exports in 1990. Pioneered World Bank lending for integrated e-development programs with the e-Sri Lanka operation in 2003. Executive coach, innovator, communicator, and thought leader. Was responsible for developing ICT strategies, strategic management processes, capacity building programs, learning systems, and new lending and advisory services for the World Bank and client countries. Spoke and published extensively on e-development, e-leadership, e-government, national competitiveness, strategic planning, change management, executive education and institutional development. PhD, Wharton, and executive development, Harvard.


Richard Heeks, Senior Lecturer in Information Systems at the University of Manchester, UK. 

He has been a researcher, trainer and consultant on e-government since the mid-1990s.  His work has focused on four main areas: success and failure of e-government projects; the relation between ICTs and public corruption and accountability; public health information systems; and understanding e-government from an organisational behaviour/politics perspective.  His publications include "Reinventing Government in the Information Age" (Routledge) and "Implementing and Managing eGovernment: An International Text" (Sage).  Various aspects of his work on e-government can be accessed from: http://www.sed.manchester.ac.uk/idpm/dig

Foong Wai Keong, President and CEO of Ecquaria Technologies Pte Ltd.

A veteran in the infocomm industry with more than 20 years of experience, Dr Foong brings with him a wealth of knowledge and expertise. Instrumental in a number of key Singapore and pan-Asia government consultancy initiatives and project implementations, Dr Foong is highly sought after in the area of providing thought leadership for e-Government solutions.

Dr Foong's main role lies in spearheading the vision and strategic planning of Ecquaria Technologies, a fast growing enterprise software infrastructure solutions company that serves governments and large organizations worldwide leveraging on its internationally acclaimed and award-winning flagship platform, the Ecquaria Service-Oriented PlatformTM (Ecquaria SOPTM). In addition, he also steers and oversees the implementation of all financial and business strategies as well as opportunities that drive growth and profit for the company. In 2001, Dr Foong won the "ASME Most Promising Netrepreneur of the Year" award. Prior to establishing Ecquaria Technologies, Dr Foong was responsible for the entire management and operations of the Java Competency Centre of Kent Ridge Digital Labs (KRDL), as well as evangelizing the use of Java in Singapore and the region.

Dr Foong holds a Bachelor of Science (Honors) from the University of Western Australia and a Ph.D. from the University of Melbourne, both in Computer Science.


Ronald Kim, Information Officer, World Bank Institute

Ronald Kim is an Information Officer with the Knowledge for Development Program at the World Bank Institute where he conducts analytical work focusing on the knowledge economy, organizes learning events related to innovation policies, ICT in education, and knowledge management, and manages an ICT in education project that trains secondary school teachers in Cambodia, Laos, Vietnam, and the Philippines.

Ron has been with the World Bank for nine years and before that he was with a non-governmental organization involved in higher education reform in Eastern Europe and Central Asia. He has degrees in political science from Cornell and Northwestern Universities in the US.


Ong Lih Ling, Cluster Director, Government Administration, Infocomm Development Authority of Singapore.

 

She oversees the provision of IDA's ICT manpower services to several government agencies and drives programs to enhance internal government administration functions through effective use of ICT.


Victor Millqvist, Director, Balticon, Sweden

Victor Millqvist graduated from the Stockholm School of Economics in 1965. He then continued his
studies for 2 years, half way to a Dr of Economy, focusing on Information Theory and Operations
Analysis, while working with Ericsson at their central HQ in Stockholm. From 1967 to 1988 Victor had different jobs in the Swedish IT Industry, primarily with US companies, e.g. Control Data, Univac and NCR. He initially worked with Applications Software development and implementation for well known Swedish companies and later continued in Sales and Marketing assignments with responsibility for large projects.

From 1988 to 1998 Victor worked as a Management Consultant, specializing in IT as well as Information and Marketing Management. From 1994 he got more and more involved in International projects, primarily in the Baltic countries. Since 1998 Victor has been active in his own company, Balticon, with International IT related projects, mostly in the e-Gov area. It has been a mixture of Policy projects, Feasibility projects and Implementation projects in Eastern Europe, Asia and Africa.

Bill Piatt, Chief Information Officer, IFC (former GSA CIO and father of USA.Gov)

Bill has extensive prior public and private sector experience developing and implementing eGovernment solutions at the US Federal level and overseas. In the private sector, he worked for well-known firms such as Booz Allen Hamilton, Unisys & CGI, and served as the elected Chair of the Industry Advisory Council, the largest IT Industry association serving the public sector.  In the public sector, he served as CIO for the General Services Administration, the Public Building Service and the Peace Corps and was a member of Federal CIO Council’s Executive Committee. MBA from Duke University, BA in Psychology from the University of Memphis, CIO Certificate from the National Defense University.


 
Oleg Petrov, Consultant, World Bank (Facilitator of Sri Lanka e-Champions VC Series)

Oleg Petrov works at the Global ICT Department and ISG e-Government Practice. He has been with the World Bank for 11 years and has focused on promoting the ICT for development and e-government agenda at the Bank and in the client countries by initiating and coordinating a number of programs and initiatives, especially in the knowledge sharing and capacity building area. This included about 20 online features and about 80 seminars and workshops on ICT and e-government. Oleg initiated the Global Development Gateway program, coordinated about 20 Country Gateways in Europe and Asia and managed a global portal on ICT4D. Since 2003 he has been coordinating e-Development Thematic Group of the World Bank. Oleg has contributed to several integrated e-development and e-government project funded by the Bank, including e-Sri Lanka. He also works with the European Union’s Public Sector Institutional Reform project in Russia as senior international expert on e-government.


Dinuka Perera, Senior Project Manager of Re-engineering Government Programme, ICTA, Sri Lanka

Dinuka Perera holds a Bachelor of Science Degree in Computer Science from the University of Regina, Canada and a MBA from the Postgraduate Institute of Management, University of Sri Jayewardenepura, Sri Lanka.  He has over ten years of experience mainly in Project Management in Telecommunication, Banking and eGovernment domains. Currently, Dinuka is a Senior Project Manager at Information and Communication Technology Agency of Sri Lanka (ICTA) and works under the Reengineering Government Program.  Dinuka is involved in national level eGovernment projects such as ePopulation Register and eNational Identity Card.


J Satyanarayana, CEO, National Institute for Smart Government, India.

Mr. Satyanarayana designed the architecture of e-Government for the state of Andhra Pradesh, India. He has also designed and implemented/ coordinated e-Government projects like eSeva, APonline, eProcurement, APNET, SmartGov (Workflow automation in AP Secretariat), Integrated Financial Information System, CFST (Computerized Services of Transport Department), eCOPS. Additionally, he has put several other projects like HRMS (Human Resource Management System), SBMS (Social Benefit Management System) – in the pipeline. The eSeva and SmartGov projects have won national & International awards, and the state of Andhra Pradesh received the Computer Society of India Award for the best e-governed state for 2002.


Andy Stein, Director of Information Technology at the City of Newport News, Virginia.

Using Open Source as a best practice model for collaborative software development, the City of Newport News is engaged in shared projects with other localities. The City of Newport News has developed a strategy to replace legacy applications through a collaborative ecosystem with public entities and through public-private partnerships.

Implemented a collaborative software ecosystem with an Open Source web Content Management System where government organizations, non-profits and the private sector work together to share the cost of enhanced capabilities.  The ecosystem benefits the participating organizations through higher value at lower cost, as well as the private sector in delivering common services including support, consulting and software as a service.

In addition to his current work in Government, Andy’s professional background includes management and operation of large scaleable computing environments at Capital One, as well as work in application development, relational database and systems architecture in IBM’s consulting practice. Andy designed and implemented the RISC chip for IBM in the mid 1980’s


Tan Weng Suan, Deputy Director, e-Government Policies and Programs Division, Infocomm Development Authority of Singapore.

His responsibilities in the e-Government Policies and Programs Division include managing the e-Government Master plan, IT Planning and BPR consultancy services.  He is also responsible for the management of international e-Government consultancy projects. He has more than 18 years of experience in public sector ICT development.  In the last 6 years, he has held various appointments in the Government Chief Information Office (GCIO) of IDA, where he was involved in the implementation of service-wide projects such as the Public Service Infrastructure (PSi), the Government Electronic Business system (GeBiz), and the TradeXchange.

Eduardo Talero, Senior Consultant, ISG e-Government Practice, the World Bank

Eduardo Talero is a senior consultant on e-government, e-procurement and public financial management systems.  He retired from the World Bank in June 2001 after a 27-year career in information systems, including fifteen years as leader of technical consulting services for IT components of World Bank operations. During the last two years at the Bank he served as the information technology advisor to the central procurement policy unit of the Bank. He authored the first operational strategies of the Bank in information infrastructure development and in electronic government procurement and he developed virtually all the early operational guidance in those areas.  His operational experience as advisor in information systems components of Bank projects spans all continents and economic sectors.

As a World Bank consultant since 2002, he has been the e-Government Specialist for the e-Sri Lanka Development Project and for the national e-Governance project in India. He was the moderator of the recent QAG assessment of the quality of IT components of Bank projects.  He led a mission to conduct a special assessment of the technology and procurement strategy of the tax administration system in Mexico and he was the IT expert of the Operational Risk Assessment team for the Roads and Highways department of Bangladesh.  He has continued being a trusted advisor to many Bank operational teams and managers on e-Government and e-Procurement, and he is a frequent speaker on those topics in internal and external fora. Eduardo holds graduate degrees in Finance from George Washington University and in Public Administration from Harvard University.


Dave Thompson, Director of Canada On-Line Services.

He is responsible for the primary Web-based portals through which the Government of Canada communicates with Canadians and federal employees. These include two main services: the government’s primary Internet site, the Canada Site, and the government’s Intranet site, Publiservice (publiservice.gc.ca). Mr. Thompson is also involved in various issue-specific initiatives that are dedicated to informing Canadians and engaging them in public policy issues. In delivering public access services, he is involved in establishing partnerships with other levels of government, and creating and installing the relevant infrastructure.

Dave Thompson has more than 10 years of progressive experience in the information technology field. His work in recent years has been based on a growing interest in new technologies and the potential for improved access to government. He has an Executive Master’s degree in Electronic Commerce from Dalhousie University and an undergraduate degree in Commerce with a specialization in Information Systems Management from the University of Ottawa.



WXYZ

Lalith Weeratunga, Permanent Secretary to the President of Sri Lanka (TBC)

Lalith Weeratunga is currently the Secretary to the President of Sri Lanka. Previously he was the Secretary to the Prime Minister and the Director, Re-engineering Government in the Information & Communication Technology Agency of Sri Lanka prior to this appointment. He has also been a Senior Consultant at the Postgraduate Institute of Management (PIM) of the University of Sri Jayewardenepura, teaching both the Masters in Business Administration and Masters in Public Administration programmes. Mr. Weeratunga is a senior officer in the Sri Lanka Administrative Service (SLAS) and has held a number of senior positions in the public service as Acting Secretary to the Prime Minister, Additional Secretary, Prime Minister’s Office, Additional Secretary, Ministry of Education & Higher Education, Director General, Tertiary & Vocational Education Commission, Vice Chairman, National Apprenticeship Board, Senior Assistant Secretary, Ministry of Youth Affairs & Sports. He had also been Chief Technical Advisor/Vocational Training Specialist in the Regional Office of the International Labour Organization (ILO) for Asia & Pacific, Thailand and had worked as a Consultant of the United Nations Development Programme for the Government of Maldives.

In addition, he has done several consultancies for the ILO. He holds a Maters degree in Business Administration from the University of Colombo and a Bachelors degree in Natural Sciences from the same university. He is a Hubert H. Humphrey Fellow of the Pennsylvania State University, USA. Mr. Weeratunga is also the Chairman of the Administrative Reforms Committee of the government of Sri Lanka. Recently, the President of Sri Lanka appointed him a member of the Task Force for Rebuilding the Nation (TAFREN), mandated with formulating national development plans for rebuilding the country after the tsunami disaster.


Kong Ban Yip heads the Global eGovernment Consulting practice in NCS.

Among Mr Yip’s duties include, Staff function as head of eGovernment Consulting team in NCS, Professional function as eGovernment Consultant in projects, Professional function as Project Manager and Advisor in eGovernment projects, Country Director of NCSI Lanka Pvt Ltd, Account Manager for Asian Development Bank, World Bank and UNDP, and Business Development function for regional eGovernment business. 

Mr Yip’s experience has been developed from the public and private sectors in a client service environment. Specialising in the area of Strategic e-Government Planning and Design, Business Process Redesign and Performance Metrics, Mr Yip has helped organisations develop, deploy and implement their technology plans to achieve organisational transformation and reform.


Jeongwon Yoon, Director of National Information Society Agency. 

He has been working more than 13 years as Director of the National Information Society Agency, Korea. He is responsible for ITPAP (Information Technology and Policy Assistance Program), assisting more than 15 developing countries in the area of e-Government projects. He successfully launched IT cooperation centers in Mexico and Chile, jointly with both Governments. Prior to this, he was responsible for reviewing BPR of Korean National Finance System, planning National Backup Center, designing Digital Certification Authority, and developing IT Risk Analysis methodology. He also served as Telecom Sector Coordinator (1998-2000) of International Y2K Cooperation Center, Auspice of UN. As a guest researcher (2001) in National Institute of Standards and Technology in USA, he conducted cross certification testing of Public Key Infrastructures between Korea and USA. He has BS and MS degrees in Computer Engineering from California State University in USA. He has a Ph.D. in Information Management from Seoul University of Information.
