Desired Impact

Inform the target group of policies regarding how Federal and State governments govern and fund public higher education institutions, and stimulate ideas for reform. In particular, the Forum should help government officials reduce the focus on detailed control of spending, and increase emphasis on Institutions’ key educational outcomes.

Detailed Themes to be treated
(The following preliminary themes are suggested and to be modified according to input from our Indian partners)

  • Institutional governance and leadership: Moving from political towards a professional system of governance and management. Experiences from India, China, United Kingdom and United States will be discussed.
  • How to build an enabling regulatory framework for higher education at federal and state levels that guide and encourage higher education institutions to be responsive to changing needs?  This could also include a discussion of the role and function of quality assurance and accreditation systems in higher education
  • How to link funding to performance? Competitive funding mechanisms. This discussion would include experiences on mechanisms for monitoring performance, quality and funding in higher education in India, China, United Kingdom and United States;; Performance-based funding and accountability (performance-contracts, formulae funding, matching funds, block grants, performance audits/reviews)
  • Measuring outcomes and effectiveness in higher education: Creating a transparent and efficient performance indicator system for higher education. Experiences from India, China, United Kingdom and United States will be discussed.
