    
 | | Picture of solar panels phone booth in Eastern Cape, South Africa | Many governments in Africa do not have experience developing effective Science, Technology and Innovation (STI) action plans from national strategies, or implementing programs and policies that seek to improve STI capacity. This has frequently hindered progress towards STI capacity building. One of the ways to assist African governments to overcome this obstacle is by facilitating a productive dialogue on national S&T policy and on regional cooperation. This dialogue cannot take place unless individual countries have a clear idea of what they hope to achieve by building STI capacity; what type of STI capacity they wish to build; and how regional cooperation can complement and reinforce these national efforts. The regional STI workshop facilitated sharing of STI experiences and discussed how South Africa's STI capacity could benefit the broader region with regard to technology transfer, collaborative research, and technology-related international bilateral agreements and partnerships. Inter-regional cooperation and peer to peer learning on STI-related issues can be enhanced in this way, and possible outputs from this meeting will facilitate a Continental Network for Capacity Building in Innovation.
