Managing Poverty Monitoring and Evaluation Systems

The purpose of the workshop is to provide managers of poverty monitoring and evaluation systems with the opportunity to review the steps required to establish an efficient poverty monitoring and evaluation system for the PRSP. In particular, through case studies and exchange of experiences, they will identify the outputs required from the poverty monitoring and evaluation system; review different options for the organization and management of poverty monitoring and evaluation systems; learn techniques and methods to review the management structure and process in their own countries; and review the different processes generating data in order to make recommendations to strengthen these processes and to promote evidence based policy formulation.

General Information

General Objective: To provide managers with an overview of the steps required to establish an efficient poverty monitoring and evaluation system for the PRSP.

Specific Objectives: At the end of the workshop, the participants will:

1. understand the chronology of the PRSP process and be able to identify the outputs required from the poverty monitoring and evaluation system.
2. have reviewed different options for the organization and management of poverty monitoring and evaluation systems and be in a position to review the management structure and process in their own countries and recommend appropriate changes and improvements
3. have discussed the different processes generating data for poverty monitoring and evaluation and be able to make recommendations to strengthen these processes and systems to promote evidence based policy formulation.

About the Focus Group

Target Group: Actors responsible for monitoring and evaluating the PRSPs, including head of statistical agencies, head of poverty monitoring units, principal secretaries from ministries of finance and planning.

Prerequisites: Central managerial role in the national information system.

About the Course

Content: The workshop is organized around three modules:

1. Outputs: The outputs required from the poverty monitoring and evaluation system by the PRSP process

2. Organization and management: the organization and management of poverty monitoring and evaluation systems, and options for the institutional framework

3. Statistical system review: Review of the systems that generate information for poverty monitoring and evaluation and identification of priorities for improving data availability and quality.

Delivery mode:

Three days workshop held sub-regionally, gathering around 30 participants from around 10 countries. The workshop is participatory, with most learning taking place through case studies prepared by the participants themselves, and with both plenary and group discussions. The participants will also aim at developing a series of recommendations as a result of their discussions, and at preparing a country plan of action during the workshop, with support from colleagues from other countries.
