Poverty Analysis Courses for ECA Countries

The Poverty Reduction Strategy Paper (PRSP) preparations and, more generally, the changing nature of the economies in Eastern Europe and Central Asia (ECA) region have led to increased demand for capacity building in poverty measurement and diagnostics, poverty monitoring and poverty impact evaluation.  Therefore, an integrated program of work for poverty monitoring and assessment for the Western Balkans was launched by the World Bank ECA region in 2007.

The Programmatic Poverty Assessment for the Western Balkans covers Albania, Bosnia and Herzegovina, FYR Macedonia, UNMIK/Kosovo, Serbia and Montenegro. The goal of the programmatic poverty program is to help the Western Balkan countries to (a) establish high-quality survey systems, consisting of a core set, implemented at predictable cycles, and with sufficient information for policy making and assessment; (b) to undertake regular and credible client-driven poverty diagnostics, to support evidence-based policy making, and (c) fill clearly identifiable knowledge gaps through new analytic work.

The series of national training courses on Poverty Analysis are planned in each of the Western Balkan countries as a follow-up to the Western Balkan Regional Training of Trainers course on Poverty Analysis, which was held in Washington D.C in January 2007. The course was jointly organized by World Bank's ECA Poverty Reduction and Economic Management Unit (ECSPE) and the World Bank Institute (WBI). At that time, the delegates from Albania, Bosnia & Herzegovina, Kosovo, FYROM, Serbia, and Montenegro expressed a strong demand for further support to enhance their capacity to analyze and monitor poverty data. In response to that request, ECSPE and WBI will be continuing capacity building training through national courses in each of the Western Balkan countries within 2008-2009.
