Background

In the last two decades, public private partnerships (PPPs) have emerged as an approach which can help policy makers accelerate infrastructure investment as well as improve service delivery by attracting the skills and resources of private financiers and operators into infrastructure activities largely or exclusively dominated by public sector institutions. Despite the significance of PPP in development, many developing countries still lack a coherent policy approach as well as institutional strategy to effectively harness and leverage PPPs as part of their overall infrastructure development plans. An important element in improving the provision of infrastructure services is the existence of a credible and predictable policy and regulatory framework, which will encourage and facilitate the participation of private sector in infrastructure.  While some governments have made significant progress in creating the necessary regulatory framework, significant capacity gaps often constrain the ability of government to effectively implement PPPs .

In the past few years WBI, as a major knowledge sharing and capacity building arm of the World Bank Group, has been engaged in various PPPI programs in Africa, with the objective of helping countries benefit from worldwide experience as well as engage in knowledge networking activities to share lessons of PPP.

Objective

The main objective of this regional forum is to share knowledge and enhance skills for improving infrastructure service delivery and hence economic performance in Africa. Accordingly, the forum aims at providing better understanding of the role of private sector in the development and management of infrastructure. The instrument which is the focus of this forum is Public Private Partnership in Infrastructure (PPPI).

The forum is designed to facilitate an open discussion between public officials from different countries and an exchange of experiences and views on issues related to (i) the institutionalization and implementation of Public Private Partnership; and (ii) best practices of setting up an appropriate framework to deal with key principles and objectives of PPP. The workshop is also intended to provide an opportunity for policy officials to gather current research findings and policy guidance that would help them to update their skills to best serve the governments’ infrastructure development goals.

Target Audience


Target audience includes government officials and leading municipal official of the Uganda with extended option for the Anglophone Africa and with focus on public practitioners working on infrastructure policy, regulation, legal, financial and procurement aspects of PPPs

Day1


The first day introduces PPPs as an instrument which is being used worldwide to accelerate infrastructure investment. It considers the basic institutional issues at national and sub-national levels for developing PPPs and the enabling legal framework. Also covered are specific management issues which occur in PPP design and execution, including project selection and prioritization, negotiation, and inclusion of a wide range of stakeholders.

Day2


The second day provides an opportunity to focus intensively of issues of fiscal risks management as well as project risk evaluation and management. Practitioners will share their practical experiences of PPP programs in power, transport, education and health care sectors. Special focus will be put on the role of the PPP units throughout the project cycle of the program; challenges and obstacles, successes and failures. Participants will be given the practical implications and risks of PPP program management, as well as the best instruments available to identify and mitigate them. The forum will close with an open discussion among participants on the value of knowledge sharing on PPPs and opportunities for continued networking among regional and global PPP practitioners.
