Public management reforms constitute a core instrument in making governments more efficient and effective in serving societies needs. A number of approaches for public management administration have evolved over the past decades. The policy reform debate encompasses the policy-making process, the policy content, and the instrumental tools and methods that facilitate the implementation of the policy. Particular innovations and practices, in one or more of these dimensions, have been successful in improving the efficiency, accountability, and responsiveness in public service delivery. This module highlights alternative approaches and arrangements in public management, elaborating on lessons from international practices in implementing in incentive framework and institutional capability to improving performance in service provision at different levels of government. It encompasses both the organizational and operational structure of the public sector apparatus and the underpinnings of technology-based public administration within the framework of e−governance.

Program Objectives Develop a core course in Public Management Administration and E-Government based on the current state of knowledge and the international experience. Train policymakers, civil servants, and frontline service providers in Public Management Administration for good governance. Serve as an assistance resource and catalyst for the design and implementation of management administration and e-government reforms.
