The Role of Public Accounts Committees in Combating Corruption

The World Bank Institute in support of the State University of New York (SUNY) and Commonwealth Parliamentary Association (CPA) conducted a workshop composed of Chairs and senior Members of the Public Accounts Committees (PACs), supporting parliamentary staff and Auditors General.  The workshop sought to capture and present key features and recent developments regarding parliamentary financial scrutiny in Africa and also provided an opportunity for dialogue between PAC Chairs and legislators from Tanzania, Kenya, Nigeria, Uganda, Ethiopia, Rwanda and Southern Sudan.

 

The objective of the workshop was to identify best practice regarding Public Accounts Committees and its relations with Auditor General and make further recommendations to parliaments in Africa and  address the following issues: i) strategic planning (and recording) of PAC work; ii) opening committee meetings to the public and media; iii) working with departmental committees; iv) relationships with the Auditor-General; v) establishment of national association of PACs in Federal States; vi) Regional/global associations of PACs.
