Recent work in the area of governance has demonstrated that local initiatives on accountability, transparency, and information flow can have a considerable impact on improving the delivery of key services. To contribute to this goal, the World Bank Institute has started working in a more sectoral way to respond to more specific needs: the first two sectoral programs will tackle governance issues at the local level in the water sector and in the HIV/AIDS sector.
Water sector
WBI is organizing a capacity building program to increase Transparency, Accountability and Information in the water sector in Honduras, September 6 and 7, and in Nicaragua, September 11 and 12, 2007, in collaboration with the Water and Sanitation Program. The program will bring together expert practitioners from the water sector at both the national and international levels to share best practices that can help strengthen transparency, accountability and information in this sector.
HIV/AIDS sector
WBI will deliver a capacity building program in Tanzania on October 1-7, 2007, with the aim of enhancing the capacity of local stakeholders so that they can effectively monitor the administration, distribution and allocation of financial resources and supplies for HIV/AIDS. This will help assure that funding and supplies reach the intended beneficiaries and are used for the intended purposes. To date, despite the fact that community involvement has long been recognized as a central dimension of the HIV/AIDS response, there has been less emphasis on how accountability, transparency, and information flow around HIV/AIDS can be strengthened at the local level. Also, the tools developed on governance at the local level have not always been effectively applied to the HIV/AIDS sector. This capacity building program aims to address that gap.
