In October 1-5, 2007 the first Capacity Enhancement Workshop was held in Arusha, Tanzania. Over 170 participants representing people living with HIV/AIDS, local communities, governmental and non-governmental institutions, private sector, and development partners participated to discuss ways to improve the governance of district and community HIV/AIDS responses. The two main objectives were 1) to increase awareness of how improved information flow, transparency and accountability can increase the effectiveness and efficiency of the local HIV/AIDS response and thereby save lives and 2) for the ten participating districts to design concrete action plans to implement in their respective districts to improve the governance dimension. The Capacity Enhancement Program was based on five modules. Each module consisted of presentations from international and national experts and interactive working group sessions. As such, the program presented and discussed the importance of good governance in the local HIV/AIDS response, developed a common understanding of information flow, transparency and accountability, and focused on identifying the existing gaps and challenges in each respective community and how they affect the HIV/AIDS response (Module 1). Participants learned the importance of diagnostic analysis and how a baseline survey can be conducted and used to understand the incentives behind the gaps and challenges identified (Module 2). Specific tools for improving information flow, transparency and accountability were presented and discussed (Modules 3 & 4). After this learning phase, participants started formulating action plans that entailed vision, mission, strategic objectives and specific actions to be taken to improve the information flow, transparency and accountability in HIV/AIDS response in their district/municipality (Module 5). Please click here for a brochure (5,400 kb pdf).
